The thing you have to remember about the term "counter culture" is that it invariably refers to something which goes against the majority of the rest of the society. It is therefore, by definition, anti-democracy. In an autocracy or a dictatorship this can be seen as a good thing. However, in a democracy, counter culture movements are incredibly socially destructive because they undermine the very foundation of the social structure. Democracies are ultimately societies in which the people have agreed to abide by the rules established by the majority. Counter cultures are minorities, and to have them claiming rights which have not been accorded by the majority is to usurp the societal arrangement itself…it is to reject democracy.
Counter culture groups in democracies should therefore be both monitored and strictly limited in the sorts of behavior they can engage in.
