2077 came about quietly. There were no serious elections during the 2076, no upsets, no expansions of collapse zones. The world appears to have finally struggled out of the shackles of the Second American Depression in 2024. The rise of the Union from the United Canadian-American States seems to indicate that, with its GDP and development shooting up at a rapid pace.
As ASEAN grows stronger and insulated, the Novorussians try to find a place between China and the powerful Eurostate, and SADTO attracts the megacorporations of the world to consolidate and expand their ever-increasing international power, the world seems ripe to be restructured. Five great powers vy for control, backed by structures and strength that no one's quite certain of. Anyone could make this his world, and in the end, it will belong to the best, the most cunning, and the strongest. You're someone with a sharp mind, strong hand, and nothing to lose. This world is yours.

Saudi Arabia, the southern part of this zone, is the area with the oil and that that you are in. The Collapse Zone as a whole borders Chechnya, but this part does not. You are not given a constant stream of supplies or men - if needed, you can try to recruit or ask for backup from your contact, but they are not constant. The corporation you're is interested in securing important Oil Fields in the region, which you do not currently have a full report on. Once those are secured, men will be sent from the corporation to hold it. You are *not* supposed to secure the entire nation, or clear the CZ, just securing certain important oil-producing areas. Your HQ is a non-moving base that you use to communicate and coordinate, that was built before the start of the game. A temporary HQ is something you set up when moving, yes. You came over by land; beachead is usually used to define an initial foothold, not specifically a landing from sea.

Splitting for 3 actions and taking -5 on the first 2 and -20 on the third equalling out to the first two being clean and the third being -15 from Long List bonus
1. First I'll be meeting with The Snakes and The Men of Night to propose a little change in the order of things in the region with the goal of placing them us at the top, promise rewards upon the success as we already have a list buyers lined up to take over the mining operations and can make a tidy profit from auctioning it (want to appear as an independent)
2. Meet up with the Flagbearers and be more direct in who we are and what we are doing here without naming names under the promise of removing the chaotic criminal element that's taken over the city and letting them govern as long as our backers can have the local mining rights which in turn will reemploy people and allow them to rebuild.
3. We'll need forces to do anything of note in the region, look around and try to find the kind of desperate men that would make good [rabble] to rebuild our forces.

[Name]: Campbell, George M.
[Gender]: Male
[Nationality]: English/Neutral
[Ethnicity]: White/British
[Color]: Red or Blue, any shade
[Fluff]:
A young entrepreneur and humanitarian, George is very concerned that the world not be allowed to fall to lawless chaos. His father was a part of the humanitarian efforts to bring peace and stability to the troubled region in and around the Russian city of Medvedka years ago - an unfortunate outpouring of unrest that claimed his life. Determined to save as many families as possible from the same fate, George created a business focused around sheltering the homeless and putting them back to work, whether by acting as an employment agency or taking them onto his own payroll. This was possible mostly by his uncanny ability to find projects to work on no matter what else was going on. In certain circles it was said that if you needed a job, he could find you one - and if he couldn't find you one, he could make one for you.
And then one day he announced he was selling his businesses and flying out to the central american CZ with a small roster of doctors, former SWAT personnel and ex-military veterans.
Speculation abounds about the rationale behind this decision, and some say the man's genius finally gave way to tragic madness. Others suspect that on a recent visit to the site of his father's death he was overcome by the fact that collapse zones could be allowed to exist at all, determined to do something about them or perish in the attempt.

[Name]: ARCHANGEL
[Head]: George M. Campbell
[Allegiance]: Neutral
[Fluff]:
Thrown together by a maverick businessman with his profits from the past decade (give or take a couple of years) ARCHANGEL is a program that intends to restore the central american collapse zone to some level of civilisation. Though they have a handful of representatives scattered across the world, their closest ties are with The Union, SADTO and whatever central american governments still cling to some semblance of order - seeking investment from anyone who would be glad to see shipping through the panama canal resume. Their representatives extol the neutrality and sovereignty of ARCHANGEL, and whether it is this neutrality, the independence or the sheer maverick insanity of its founder's goals, it is seen as a mostly-harmless attempt by a well meaning if possibly unhinged young man to bring some stability to the region.
They aim to establish a headquarters on the coast of Panama on the outskirts of the city of Colón, where they will run a campaign of humanitarian aid including a modest clinic for whatever locals aren't aligned with the most ruthless local warlords. The well-equipped paramilitary staff offers a degree of protection - but for now, ARCHANGEL and its leader amount to little more than just another warband with a foreign leader at its head.

Repairing the Saschen puts you down 100,000 EUR and it will be out of commission for two turns. Mark this down somewhere. You do not need to expend actions to get it back.
Clearing Tripoli in the 'humane' fashion of murdering anything with a weapon and forcing most of the city's residents out offers the advantage of being able to be done quick enough that new factions of armed resistance are unable to spring up, and getting large swaths of land occupied quickly, and your efficient procedure allows for this, throwing most all of the minor gangs and organizations out of the city, or exterminating them entirely. However, it comes with three major drawbacks. The first is that it is *extremely* dangerous, as in an armed city like Tripoli, a man with a rifle could be behind any door. More than one good man is lost this way. [-7 Soldiers (Trained)] [-19 Soldiers (Untrained)] (All remaining Untrained soldiers are now trained) The second is that it gathers an enormous amount of unrest, and those forced out of the beachhead city are unlikely to stay content as refugees: The hateful glares thrown back as your men escort people out the city walls bade poorly. The third is that it is entirely ineffective against larger, entrenched factions, of which one remains in Tripoli itself: A small mercenary outpost within the city, blocking your access past and control of a solid beachhead to land EU troops in Africa. There's only fifty or so men in the entirety of the small chapter, and they appear a fairly no-name small-player, but the establishment of their hire and the pushback they've been giving within Tripoli is disconcerting. They'll have to be dealt with before further expansion can be made.

You receive no word back. That is better than a formal cancellation of your contract, but it's still not good. In the lack of response, you are legally still on contract, and it is likely that your actions are still being observed by Australian representatives somewhere.
Your small, elite force is poorly suited to riot control on their lonesome, and would almost undoubtedly fall in hours against hordes of protesters. However, they make a perfect supplementary force to the large but poorly-trained Indonesian police forces. The supportive Police communicate well, and with their support you are able to place your tactical units where they are most needed. This effort quells rebellious sentiment in Jakarta, and the city is stable after two days. Its stability extends to some other parts of the main island, and the foundations of the Indonesian government are still in place, with the police force having an increasing level of genuine control. However, it is still going to be a VERY hard fight to regain control of Indonesia - and in many regions, the police have fallen to anarchist sentiment. Retaking these areas will be much harder than it was to stabilize the situation, and you will almost certainly need to reach out to the remnants of the military. Additionally, you hear the Chinese have landed an aid force to stabilize Indonesia; worrying news. You have to move fast. The only outcome worse than a CZ Indonesia for Australia is a Chinese-owned Indonesia.
>>36292
A series of brutal, focused strikes and carefully-hung decapitated heads on the glowing shimmer of the 77's advanced humvees makes the news spread quick, and the strikes die off in a few days. Losses are minimal, with only [-4 Soldiers (Trained)] having bit it in the process; an all-around good result. The quick understanding that attacking the military convoy leads to death allows you to storm into Bishkek unopposed; and the lack of any serious faction makes kicking the various gangs out of the city a joke. The locals scatter at assault fire easily, and you start entrenching the capital. Driving off the goat farmers was always going to be the easiest objective: Now all you've got to do is send a message to command, wait for them to appoint their proper governance, and then clean up the feuds. Then it's on to the real challenges.

Drawing up accurate reports for capital and labor in Chicago is easy enough. The labor cost is negligible compared to factory costs; it'll only really measure into profits. A small factory in Chicago would put you down about one million DOL, and a medium 3 million - maybe 2.5 if you can grease enough palms. Two smalls would force subprime real estate and be much less efficient than a medium, costing around 2.5M as well.

Zhao finally finds success in the development of the nutrition delivery system. Zhao's designs for improvements upon the actual delivery of the canister - which, the Scientific Development board does agree would increase the efficiency of troops in the field notably - are taken in for review.
In developed, however, it was quickly realized that any integration of nanomachines would raise costs to astronomical levels. After ponderous debate on the topic, a slow realization dawned on how to make the implementation and use cheap and effective, with integration of the original idea of using nanomachines: Make the canister self-latching, and the cut able to be opened up by the canister acceptor itself. By using simple mechanical spikes instead of full-on nanomachines, any medic can cut open a small incision on the back of a new soldier's neck, push the tube in, and activate it, at which point it presses spikes into the host's body and attaches itself to their system, capable of pumping nutrients from any canister inside. Though this method leaves an ugly, constantly re-opened scar on the back of Chinese soldier's necks, and misalignment without proper sedation of thought causes extreme pain and sometimes death as the spikes can puncture arteries, it is also extremely cheap, reducing the cost of food for the Chinese army to near-zero and removing a large element of logistics. The theoretical designs for ethical, safe, and painless designs of the canister exist, lain out of Zhao's table. But they are more expensive.
The design is accepted by the board after mere days of consideration, and flagged for mass implementation within the army. If you have any requests for funding, space, or men, now would be the time to make them.

There are two areas of significant oil interest that you will need to secure to satisfy Vsevolodovich - the Mecca region and the Riyadh region. Both have significant deposits of oil, and - you highly suspect - significant resistance. They are both located near the center of the country, though Mecca is on the West coast and Riyadh on the East. Asking above, you are able to rather easily plot out the actual oilfields of interest, a handful of large, oil-producing titan fields in both regions. Moving south, you also get the slightest of snippets on each; the Mecca region, they say, is controlled by some fanatic death sect of Sunnis, perhaps unsurprising given its significance. Riyadh is more vague, but the bits of news you get moving south indicate that it is split between at least two factions, and that there are extranational forces at play in the region…

Your advertisements see no use, as you have not actually paid anyone to put them up. However, you note something in your most popular video, breaking fifty thousand views. The production quality is solid, but more importantly the note focuses on the national unity of Americans and the unchecked growth of monopolies. These ideas seem far more effective in drawing attention and support than tugging at heartstrings has proved with the American public; but still, party membership has slowly but steadily been rising since the professional videos started coming out. ASEAN deals nearly exclusively in cheap, and both the production and sale of simple cybernetics is just that. Huojin agrees to buy your stuff, but not for much. Which is okay, because they're produced for near-nothing. You can make a moderate profit off this, but not a ton… [+100,000 RES]

Negotiations with both the Snakes and the Men of the Night at the table go poorly, as the two are anything but amorous towards one another. Having them at the same table, you get exactly nothing done. However, the Flagbearers, met alone, prove very much willing to meet and work with yo. They seem to believe your notion of restoring a Venezuelan government, at the least. As far as appearances go, they seem a fairly steady ally. More than that, you have absolutely no trouble finding all sorts of desperate men. There's almost too many in the region, and all of them can hold a rifle. You can recruit up to two hundred [Rabble] units, as you desire. Just keep in mind that even [Rabble] takes up space and consumes resources, as well as making you a bigger target; and for that, they can barely fight.

[Name]: Johnny Brown
[Gender]: Male
[Nationality]: Australia/ Independent
[Ethnicity]: Caucasian/Australian
[Color]: Blue
[Fluff]: Johnny is an eccentric, or a maniac depending on your perspective. Looking at problems in ways others would not think about, as well as being a bit too cheery in situations where he should not be. This helped his grade throughout his schooling and he graduated from university fairly quickly. Bored with a normal life he decided to join a PMC group, The Wolves, where he learned to fight and shoot.
This did not last more than a few years as a bullet took a liking to his bosses head from an arab's rifle. Taking his experience from his time in the PMC he came home with a few of the veterans and created a new PMC called the Sheep's Jackets; focused on arming and training the best soldiers instead of mobilizing in large numbers. While Johnny isn't the most persuasive person, mainly due to his eccentricities and apparent lack of regard for things like war crimes or collateral damage, he is a brilliant commander who likes to earn the trust of his men.
Noted for having a strange fascination with creating weapons from highly dangerous substances as well as advanced technology.

[Name]: Special Project No. 8472
[Head]: Mr. Zhao
[Allegiance]: ASEAN
[Fluff]: Special Project No. 8472 is the ASEAN’s government research branch vested in the development of cybernetic and mechanical modification to human beings. Focused primarily on maximization of production value, loyalty enforcement, and enhanced combat ability it presents itself as a more affordable and practical alternative to the other major fields of human genetic engineering, and promises future capability to be applied en masse to ASEAN’s vast army.
The core concept of the project is the simplification and reduction of cost in currently existing mind control methods on both workers and soldiers, and mechanical modifications. Items such as synthetic artificial synapses implanted to the brain to mimic cerebral tissue and instill absolute obedience to the state; replacing food input with cheaper chemical electrosynthesis IV dispension batteries; reducing medical costs with mechanical replacements for lost tissues and organs. A key difference that Cybernetics does is the ability to turn even the elderly, the dead and the dying, who had little use but to be buried, into functional and productive units for the state. For no amount of genetic tampering might reverse necrosis, and even the best super soldier would die if his organs spilled, his blood drained or his flesh burnt to a crisp. But the Cyborg could simply have its parts replaced with synthetics and made to walk anew.
Cost reduction, increase in labor value, extension of life for the state. These and more does Special Project NO. 8472 vest its willpower and mechanical prowess into.
[Name]: Mr. Zhao
[Gender]: Male
[Nationality]: Shangai/ASEAN
[Ethnicity]: Asian/Chinese
[Color]: Orange
[Fluff]: Mr. Zhao was born a son of two Chinese scientists who were part of a larger group of researchers who were kept secret from the rest of the world in a special government Enclave conducting extremely sensitive and internationally illegal experiments under 24 hour government surveillance. His was a childhood where only those who excelled and were proficient in intelligence survived, lesser children who could not perform dissapeared forever. He became very good, learning what his parents and the most advanced technologies the government taught to the enclave of scientists. As an adult he showed an aptitude for neurosurgical procedures and bio-electronic symbiosis, and so was aptly put in charge of Project No. 8472. Having known only a life of scientific education and experimentation, he was raised witnessing the numerous atrocities the Chinese and later ASEAN government would perform on prisoners in secret in the goal of advancing science and the wellfare of the state. In such a rearing it is no wonder Mr. Zhao would develop a complete apathy to any notions of ethical constraints and dismisses the mere idea.
[Strengths]:

Bonus - [Ideal Citizen: Zhao is the kind of citizen ASEAN wishes they had far more of; intelligent, patriotic, unburdened by ethical constraints and most importantly, easy to control. He finds it easier to lobby for additional funding, takes no penalty on 'unethical' research so long as it is directed my him personally, and is less likely to come to the attention of the Party's Board for any 'unpatriotic' actions.]

1-2. "Do you know why the modern smart phone is hundreds of thousands more times as powerful as an 1800s telephone, but as easily affordable to the average working person? How the complexity of the device, specialized materials, and advanced manufacturing still churns out a product that even the homeless could afford? It's because hundreds of thousands of man hours, research, and design was placed into them so that the capability and power of phone overcame the design and complexity cost."
Zhao requests computer chip experts and a specialized computer chip R&D facility. In particular, he asks for the support and experts from big Chinese smartphone firms. He compares the Neural Network to the internet and cellular phone network often, "it is in essence the very same principle, the transferrence of information from one human being to another via mobile device and signal. He says they would be "experts on developing superior products which can handle greater volumes of information while reducing cost and increasing profit all at once.
>request experts for microchip and cybernitc electronic design, and facilities and equipment for it.

STATS and that
http://pastebin.com/gMrupTfw
"Alright ladies and gentlemen, we've established ourselves in the area and I would just like to congratulate each and every one of you on your work so far. We are among the first independent initiatives to attempt to bring peace back to a collapse zone on a large scale, and the world is going to be watching to see how viable this is. If we fail, it could be decades before the disenfranchised people in these areas see anything even close."
George looks around at the gathered staff, fire burning in his eyes as he draws on his seemingly endless well of motivation.
"As such, we've got a list of high priority tasks we're going to need to complete, and so we're on the same page i'm going to run them by the lot of you in this short presentation."
1. "First, we have to establish the human geography of the region. We're all aware of the laundry list of dangers a collpase zone presents, and chief among these are the local warlords who will see us as a threat to their power. For a while, they'll be uncertain of us. They won't know why we're here, they won't know our capabilities, they won't know our backing. This gives us a window of opportunity to seize the initiative while they size us up."
"Our special task force will be divided in two. They will be given three humvees each for ease of transport, and accompanying them outside headquarters will be one of our expert communicators, one of our talented medics, and one of our valiant technicians."
"These groups will infiltrate Colón. Their objectives are to identify the players on the scene that claim ownership of parts of the city, and who stand between us and securing the area."
"If they see an unmissable opportunity to dispose of a particularly violent individual, to open communications with a more humanitarian group or individual opportunities for rescue and assistance, they are to take them at their own discretion. Don't put yourselves at undue risk."
"Be careful out there."
>Dispatch two groups to infiltrate the city of Colón to report back on the local warlords (ACTION taking no penalty)

-Group Bravo: [12 Special forces (Hardened)(Veteran)], (1 Communications Staff - Experienced), (1 Medical Staff - Experienced), (1 Technical Staff - Green)
2. "Second, we need to improve and expand our facilities. Those of us who remain at headquarters will be on a rota, we'll be making life more comfortable for ourselves and assembling basic accomodation for locals coming to work with us, because I have no doubt that they will, in time."
"We'll see what we can do about getting cheap materials from our backers - otherwise we'll have to accept the high costs of getting things shipped to a collapse zone."
>Expand/Improve [Single Low-Quality Barracks (Medium)] (ACTION taking -10 penalty)
-Free personnel
-Contacts
-Liquid assets
3. "And third, of course, we'll be quizzing anyone who comes to our clinic here about the local situation, what the area needs and how willing they are to work with us to get life here some semblance of stability."
"Recruiting them into our ranks will be my main focus - but don't worry, i'll have a place on the construction rota same as everyone else."
>Recruit talented locals as assistants to comm, med and tech staff to undergo training on the job, and unskilled to assist in construction efforts. (ACTION taking -20 penalty)

A message comes through the communications array from Bob Cybernetics Int. of Sao Paulo, Brazil of SADTO.
"George M. Campbell's group ARCHANGEL? Excellent. When I heard of a militant group trying to liberate and restore peace in a nearby collapsed zone I heard myself say 'well isn't it about time'. Its a hard thing to do this…*hand waving intensifies* Reintegration. Expensive too; building an army, breaking enemy warlords maintaining control until the land can be handed over to a government and companies for the long process of reintroducing them to the civilized world. I believe one day I could have the technology and programs that could efficiently reeducate a refugee into a citizen or advanced radio and surveillance that could allow you to gain invaluable information on enemy warlords. Yet for today what I have to offer is state-of-the-art cybernetics; prosthetics, enhancers, computer technology, etc. The kind of stuff to help your pilots drive with greater awareness of the terrain and pursuing enemies or for a wounded soldier to receive just the right mix of medicine to help suppress pain, bleeding and keep on fighting (medicine not included) without needing a doctor or medic on site. Obviously we also sell batteries for all of these miraculous devices so just say the words of what youd like and we can see about what methods of payment can work for the both of us. Do give us a call." End Message.

The communications staff on the other end receive the message professionally, thanking the sender in their own message;
"Thank you for your interest - your call is important to us. Mr. Campbell is naturally quite busy, but we will ensure that he is apprised of your proposal as soon as humanly possible."
Several hours later, a hasty vidcall comes down the line featuring an animated young man with tousled blonde hair and piercing blue eyes. His business suit is crisp but appears to be of modest price - displaying no excessive vanity. He launches into speech, words tumbling out of his mouth in rapid succession: a broad, enthusiastic smile on his face the whole time.
"Bob cybernetics? I was gratified to receive your call, and you're absolutely right - efforts to reintegrate the central and south american collapse zones are well overdue!"
"While we aren't in a position just yet to offer a purchase of vast amounts of prosthetic or exoskeletal enhancement cybernetics, we have secured a beachhead in Panama and anticipate bringing stability and order to a nearby city in short order."
"As such, you are in an unrivalled position to 'get in early' so to speak and become one of the first investors to truly access the soon-to-be reconstituted labour market of the region. I'm sure that the people of the area would clamour to work in any newly opened industries - and the violent nature of the world's collapse zones means that the market is fertile ground for your line of products in particular!"
"As such I have a number of suggestions for investment opportunities, and you should feel free to examine them at length and get back to me on which you decide would be most in our mutual interests. we can hammer out the fine details then."
And then the video of the young man cuts out - instead displaying a series of graphs, near-incomprehensible figures and potential profit projections that his borderline manic voice speaks over.
"First, we have the opportunity to install your products in ARCHANGEL medical facilities. Until the collapse zone is truly revitalised, this is unlikely to see much of a profit: our goals for the moment tend towards the humanitarian, providing care at cost to those suffering most in this chaotic environment. Eventually, however, the economy of the area should start to see an upswing: especially once shipping through the panama canal resumes. At that point, if Bob Cybernetics have already been integrated into local medical centres and hospitals, the lucrative medical contracts would undoubtedly show you preferential treatment."
"Secondly, you may consider opening resource extraction facilities, manufacturing or shipping plants in this area. As stability comes back to the region under the watchful eye of ARCHANGEL personnel, the long-disenfranchised locals will be eager for work, and there is unlikely to be a shortage of labour for any initiatives you seek to establish, helping you to keep costs down."
"Third! As you may or may not be aware, spanish is the local language in the area, with a significant number who speak english as either their first or second language. As you deal in software, you should be made aware of a huge potential market for language applications: dealing either with teaching english or spanish, and potentially even on-the-fly translation software for low-cost personal implants - though from the journals i've read it would appear that on-the-fly translation software runs afoul of the same contextual problems as did old voice recognition and search engine text translation services - but i'm sure I don't need to lecture you about that!"
There's a chuckle from the other end of the line, and the maps, facts, figures and charts finally disappear.
"In short, there are ample areas in which we could partner up - and there are fortunes to be made here if you have the courage to invest."
"Stay in touch!"
"Campbell out."

1-2. Operative Danzig would spend the initial phase of his investigation scouting out the location and trying to gather information on the people involved. ASEAN was not to be messed with in an unprepared fashion. During his investigation he would gather potential information on other networks as well which could assist him in making a quick escape should it be required.

The small outpost within Tripoli not only refuses to host or listen to you, but outright fires upon your men when you approach with a parlay flag. They're well-encamped and behind multiple reinforced MGs - and wait until you're fairly close to begin firing, nearly exterminating the parlay group. Diplomacy with whoever this group is quickly proves impossible…
[-20 Soldiers (Trained)]
[-3 Special Forces (Experienced) (Hardened)]
Securing city plans, on the other hand, is fairly trivial - but the Tripoli plans are out of date, as no one has made a map since the CZ extended into Libya. Getting hold of maps of the city is easy, but all they tell you is what the streets and roads should look like; nothing on the blockages, rubble, and enclaves that litter modern Tripoli. You'll need to do some work if you want to make the beachhead that the Eurostate wants with this map…

Some basic training with the Indonesian Police Corps goes an enormous way, as you quickly discover. Your men are able to train fairly large groups at once, and the Jakarta police force is given a crash-course in basic training in about a week. It's all they need to be able to exert force on the city, stabilizing most of the surrounding region and freeing up your men to do what the small group is far better at: tactical, supporting strikes into 'enemy' territory. Semarang is, over the course of the month, brought into relative stability, along with its surrounding regions - meaning the capital island is mostly secure. The Chinese steadily advance as well…
You have little to no time to scour the population for a potential 'leader figure', but the Chief of Police in Jakarta, Ridwan Adi Lie, has a particular zeal in the restoration of Indonesian independence, and the implementation of training regimes using Australian special forces has gone exceptionally smoothly under his guidance. As a small private mercenary company, you don't exactly have the power to instate him as the head of government; a position sorely lacking under military-police enforcement in the secure zones of Indonesia, but if you were to advise him to take the position over what few military commanders remain in the country, it's likely he would be reciprocal.
Alternatively, you could advise the military high command currently taking de facto leadership of the reorganized Indonesian state to organize a military junta, of course. Political elements within the country are largely shattered, so finding a parliamentary member would be - difficult. The final possibility would be to use what influence you have from being a valuable and publicly prominent asset to advise Japanpost or a Chinese corporation like Foxxconn/CCE to try and take command of the situation, if you don't want a police state or military rule, for some reason.

The American team gives you some bad news when they arrive - the untrained hand's efforts to make a functional new Material Radars are more or less useless. They can start working on some designs in the field, but what you currently have is nothing more than scrap. The team leader, Dr. Neil, expects that his team could make use of your small lab to design a competitive radar in the field at [0/15], giving you a three-four month estimate. He does warn you that VALE will likely attempt to buy the radar from your hands quickly if it proves serious competition in the field, which, he says, he can guarantee.
If there's one thing Asia has absolutely no lack of, it's marketing branches. Most of China is practically plastered over with neon advertisements by this point, and the skyscrapers of Beijing and Tokyo can be seen glowing from San Francisco on a clear day. Cheap cybernetics are mostly dominated by Foxxconn, but in honesty the Chinese corporation focuses more on robotics, and corporations like yours have formed a highly competitive field selling to the middle class of Asia. You find no lack of good marketing contracts from eager corporations - the best seeming to be the [Noripang] advertising company, a Japanese-American owned division with significant reach into China and Korea. If you're ready to sell, giving them a budget will guarantee results; Noripang takes only 20% given for their own, meaning that 80% of the money you hand them as budget will appear directly in the Asian market. Of course, if you overadvertise you'll get diminishing returns, so ensuring you give your newly-found ad partner just the right amount will be critical.
Noripang also notes that if you wish, they have their primary divisions in the Americas and Japan, and would be happy to advertise there as well. Additionally, they say, they're looking into the European market, and might be available to put your product in the Eurostate in just a few months.

The construction of the plant takes up all your time, but goes about as well as expected. Sure, you don't manage to get it done ahead of time and under budget, but you do hit basically your estimated budget and get it done right when you're supposed to, at the end of the month. Some would say that timeline is 'ahead of schedule' in and of itself, but every day you aren't producing more Progel is a day of profit lost, and the extra costs in workers will be made back quick by the precious goo the factory will produce. It'll take another short while to actually start production, of course, but you don't have to do much with that…

With a few more members and a lot more visibility, some colleges are willing to discuss having Angelson as a minor speaker as part of some of their events. It's mostly NY-based institutions, but they're quite decent ones; Fordham and Barnard are willing to give token sums to host Angelson. While these are business-focused schools and more conservative than the average, you'll still have to be quite careful with your words on a university campus. As they have always been, colleges tend to be quite left-leaning indeed. You can get a speech in next month - May, if you want.

Unfortunately, you find there's very much resistance within Riyadh as well. Random assaults and skirmishes, as well as seemingly random traps and explosives, take off a few of your men on the route there; but you do eventually arrive, -[6 Soldiers] fewer. It's borderline impossible to hide your enormous convoy, but gathering basic intel on the local factions isn't a terribly difficult task. One of the groups seems to be a government entity, remnants of Saudi factors and military elements fighting for a restored Arabian state, while the other is far more mysterious; they appear to be a group of unregistered private forces, fighting without tag or emblem. You'll need to capture or parlay with that group to learn more, since you've mostly kept your distance on Riyadh's outskirts. Before that, you'll need to find somewhere to store your tanks, lest they be found and destroyed.

Colón, in complete honesty, wouldn't have qualified as a 'Collapse Zone' fifty years ago. Powers back then would call it a struggling region, like in the minor African powers during the late 20th and early 21st century. Compared to the organized faction warfare in Venezuela and even Peru, the state of Panama still exists and police forces nominally patrol the streets of Colón; they've merely lost control over large swaths of the city to the myriad of gangs that seem to be in perpetual growth, surrounding by enormous advertisement, crippling poverty, and makeshift huts at the base of abandoned offices. Few of these unorganized rabble are stupid enough to challenge the heavily armed soldiers that collect intel, and the well-protected groups have little to no trouble gathering a full and detailed report on the city's quarters - the far east side being under actual police control, with the other sectors each owned by some dipshit no-name gang. Securing southern panama will undoubtedly be the easiest obstacle on the road to clearing the South American Collapse Zone - it's likely the only area with a functional government, active police presence _and_ no organized factions.
In the month of gathering intel, other personnel are set to work fixing up the makeshift lodgings established in east Colón. You're able to acquire sheets, padding, and building materials for the trivial cost of a thousand bucks or two, turning the tented cots into an actual, permanent facility. Not a great dorm, looking over it, but it has real beds, actual ventilation, and a roof that doesn't let in rain or bugs. The men are far happier, but you can't exactly easily pack up and move now. Still, Colón's a good place for a headquarters, as far as collapse zones go.
The relatively stable situation within the city has one negative effect: it dampens recruitment efforts significantly. Getting men from Colón, without much reputation or knowledge, proves by far the most difficult task of the three, and finding talented professionals willing to work for free seems borderline impossible. You manage to scrape together a handful of potential communication workers with a bit of background experience in something vaguely related to crisis management, but if you want medical or technical staff, you're going to be picking from people with no idea what they're doing. Theoretically, you could train them on the job - but people spend eight years in various medical schools, and your already-thin roster of doctors doesn't exactly adore the idea.

A provincial government and temporary police force is moved into Krygzstan in days after your message to command is sent - signaling a recovery of Novorussian control in the region and freeing up your men to push onto actual threats. The Turkmenistani revolutionary forces appear at first glance a coalition between islamic, nationalistic and marxist elements - but a closer inspection from your various scouting elements hints at some sort of extranational involvement, in the form of a recovered long-range almost prehistoric radio snatched from a rebel outpost with a few suspicious channels ; the time you spend analyzing them, as well as your utter lack of a plan of action or deployment, prevents actual motion into Turkmenistan, however. Much of the Eastern and Southern portion is under rebel control, while the West is under Novorussian governance at the moment. You'll also need to link up with local elements of governance in-region ASAP.

1/2. Dishonorable bastards, they shall receive the same amount of mercy they extended us. Using the data we've gathered on the city's layout, scout for a way into their compound from below. Such men as this deserve not the honorable death of combat, but that of mad animals, having their throats slit in the dead of night, or being shot in the back and left to bleed in the sand. As is normal with operations of this nature, I shall take part in it as well. I cannot expect men to follow me if I am not willing to lead them.

3. We've taken losses, quite a few I might add. We were already undermanned when we came, and now the lack of manpower we possess is more keen then ever. The Saschen shall be returning soon, put in word for the men on it to set about recruiting some men to bring to us. With the world in its sorry state there is bound to be an ample amount of men wishing to restore order to it. Proper order.
[Imperial Banner: Kahler's burning desire to carve out a state of his own is particularly attractive to new recruits, though perhaps not for the reasons he holds it. As such, recruitment is notably easier and less expensive. Furthermore, relations with the Eurostate and European corporations - and Novorussian ones, to a lesser degree - are considerably more cordial and difficult to strain.]

1-2. Unfortunately Operative Danzig was not Asian and any attempts to openly infiltrate the facility would certainly arouse a lot of suspicion. Remote espionage and a tactical insert once he had located what he was looking for were the way to go.
Operative Danzig would begin by bugging the three leading roles involved in the Operation. It was important that he did this while remaining unnoticed, after all he did not intend to blow his cover just yet. Should the good old in-person slipping of the bug prove to be too difficult of a task to achieve he would simply have to gain access to the homes of the people in question and bug their various clothing. If tiny spider drone cameras could be obtained these would be perfect as they would be carried right into the center of information. Naturally while operating them Danzig would record whatever the spider-drone saw for future evaluation and to prevent any evidence from slipping past.
Aside from that he would monitor the behavior of people who had already been implanted with the device if possible. Taking a more direct approach was problematic as they were most certainly being watched and any irregularities among test subjects would quickly gain interest. Still the observation could reveal valuable data for later use.

- [Neural Network 1.0] - This character holds a privileged position in the cutting-edge ASEAN NeuralNet cybernetic project. Bonus - [Ideal Citizen: Zhao is the kind of citizen ASEAN wishes they had far more of; intelligent, patriotic, unburdened by ethical constraints and most importantly, easy to control. I want to organize the construction of a Test Factory/Prodution Plant.
It is primarily going to be a large experiment allowing us to test and observe how our Neural Implants and Cybernetic Augments can improve our national production, while at the same time provide some revenue by actually producing things. Ideally these would include the latest design of our chips
"I want a production plant to test out the effects of our human augmentation and direct experiments on increasing national revenue and output."
Example starting experiments include:
-A system where workers are made so obedient, they no longer need to be paid, and will work for free. thus the costs will be reduced primarily to food and lodgin
-Minimization of entertainment costs and liesure times. Workers will act like automatons, spending most of their lives in the factory devoid of most other distractions. the new feeding methods also can eliminate unnecessary lunch breaks
-experiments to test and improve the human body against dangerous or hazardous conditions, which will have direct labour and warfare benefits. elements of treating against injuries, fatigue, starvation/dehydration.

There's a theoretical way into the PMC enclave, not through sewers, but via the outer walls of the city - the enclave rests up against Tripoli's unstable city walls, and you could reasonably insert a team through there. HOWEVER, you can't blast a very large section without risking enormous structural collapse, or bring a large group around without attracting notice. Two full squads coming out to nine people (ten, including you) is about the most you could bring into the Enclave, and you have no way of knowing how many mercenaries are in there, who they're affiliated with, or how well they are trained. Alternatively, you could bring less people, for a stealthier approach.
DO YOU WISH TO PROCEED? Y/N

Kahler would bring four of his best men, armed for night ops with the best weapons available to his PMC and enough demo charges to bring the city down around their compound once they obtained the information they needed. Who were these men, who hired them, and why are they here.

Your rather small recruitment office and lack of dedicated recruiters within Brussels and Europe as a whole makes bringing in new troops difficult. There's no lack of eager, starving young soldiers of fortune, at the very least, and your communications and recruitment team is able to send a good handful of them your way for (not great) prices. If you want a leg up, you'll need to expand your game, or attend to recruitment personally.
+ [Up to 100 Soldiers (Green)]
- [5,000 EUR/Recruit]
Warning: Plot spoilers in the following special turn action. I'm not going to stop you from reading if you aren't Scruffy, but I'd recommended you don't if you want your arcs to be a little more surprising.
EDIT: 8chan's spoiler system is a broken piece of shit. Action posted in pastebin: https://pastebin.com/n7bh2YuF

(Special Action) Action: Kahler orders his men to secure all the data they can before sealing the bunker and proceeding further down the hidden compound.
He radios his command centre back at the docks that if they do not receive word from his squad in 2 hours to assault the camp proper. Spare no one if that is the case.

Kahler raises one hand, gesturing towards the man. A single bullet through the windpipe. After that he orders his men to grab what papers and vials they can from the workbench before rigging the lap to blow with what remaining explosives they have left. After that, they were leaving. The original exit plan was to be followed.

With a bit more directed effort from Anna, it's not hard to fill out the rest of the space in the Chicago factory. Lord knows there's no shortage of unskilled, disenfranchised workers in Chicago; the only difficulty involved is finding ones who are halfway decent. By the end of the month, every inch of space is being efficiently and properly used. [+113 Workers - Trained] [+4 Administrators - Trained] [-300,000 DOL] +100,000 DOL/2 turns
As far as the lab goes, good space within Atlanta, as with any major America city, does come at a premium. The handful of people you contact say that they can get you a small, private lab, no strings attached, for around 200k DOL - though you'll have to take care of hiring yourself, of course, and any equipment beyond the pale is on you. If you wanted, there's surely some cheaper fashions to get ahold of land for nothing…

Good progress is made. All of Java is secured under police rule, and extension begins to be made into Sumatra. The Chinese, too, are pushing south rapidly - although you manage to outpace them in regaining control, with the whole of the Indonesian police able to act throughout the entire country with impunity, a confrontation seems to be drawing inevitably closer. Ridwan may be the key to avoiding just that - the man is stubborn and obstinate, sure, but he's also damn well smart. He understands the situation better than anybody, and when it becomes clear there's nobody else stepping up for the position, Lee announces that he will be assuming temporarily martial control. The military respect his authority - for now. They're helping your advance, but some soldiers rather openly feel that it should be a general in charge, or that the Sheep's Coat are pushing too much into politics.
It may be worth keeping an open eye.
