When he says "for you", he doesn't mean for CIA, the singular you.

No, he means for the CIA, the plural you. The exchange could be rewritten as:

>You're an important player in the grand scheme of things!

>No, only to you, who have devoted considerable and inordinate resources towards catching me.

Consider the original script:

CIA MAN

Wiseguy, huh? At least you can

talk. Who are you?

THIRD PRISONER

We are nothing. We are the dirt

Bane is here admitting that he is a small guy ("nobody"), and it's only the CIA who think otherwise. That is also what's meant by "No one cared who I was, until I put on the mask" - he's implying that the only reason he's a big guy is because he's being pursued by the CIA.

You have been wrong all along; he wasn't confirming that he was a big guy, but rather denying it.

This is what I've been saying all along. CIA is defined by his arrogance and hubris, being unable to accept that he is no longer in charge even after Bane is crashing his plane. Bane, on the other hand, is very humble. He acknowledges that he is only a big guy for CIA, that no one cares about him. They only cared who he was once he put on the mask, once they could no longer see who he was. Bane's true self is of less import and interest than a mystery man with no identity whatsoever. It is this humility that allows him to overcome the arrogant CIA. Bane puts himself above nothing, especially his Master Plan. CIA, on the other hand, is driven by ego. This is seen when he lets his ego, his desire for a feather in his cap, to supersede the flight plan. As such, CIA lets the Flight Plan be defeated by Bane's Master Plan.
