Nolan hasn't been doing it, but other movies with the bat-furry from the post-credit scenes have been doing it. Batman v Superman has an opening that takes place in a totally different setting than the rest of the movie, and features a character who appears only in that scene and is known only as "CIA." He gets shot and presumably killed. But then in the post-credit scene of Justice League, Deathstroke appears and teams up with Lex Luthor. In the comics, Deathstroke is a government operative (CIA) named "Slade" Wilson, who is seriously injured on a mission and rebuilt by The Agency with advanced powers, like heightened reflexes. It doesn't take much to realize that "Slade" is a nickname, and we all know CIA's name is Bill Wilson. Otherwise their backstories match up exactly. So CIA is still appearing in other Batman movies, and is poised to become a major character again.
Also, Brother is the last boss of Suicide Squad.
