Black Manta's origin in the comics is literally that he is autistic and was raped by pirates, so now he has an autistic hatred for Aquaman since he figures Aquaman should have saved him. Later he also hated Aquaman because Aquaman killed his dad, but this is after he had already become his nemesis.
