What if CIA is the double agent? Think of it.
CIA doesnt hurt bane, he doesnt hurt button lee, or juan oveaux. He pretend shoots them. He gives masketta man the briefcase filled with Agency Money, and gets bane, someone he already works with. Masketta Man will give "CIA" his cut later. Quite an elaborate hoax, something only one of the initiated could pull off, with Bane's guidance.
CIA is just another of bane's men, but really deep inside the agency. The real CIA agents are all in camo, Smee, Mai Min, the two pilots. Note how CIA covers his face when bane "punches" him. What he is doing is signalling to the guys outside the plane that he is a masketta man too. His hands mask his face, the guys outside see this, and he never gets shot.
His opening power stance is the Masketta Men's signalling. I assume he is to survive the wreckage, hence bane saying "they expect one of us in the wreckage brother." "They" referring to masketta mans crew. Brother buckles in, because he knows he is meant to die and CIA is meant to parachute out, hence why he stays up by the cockpit, where a parachute will be kept.
The plane goes down, Bane boards his escape plane, and CIA parachutes to safety to get picked up by Masketta Man and their crew, where he receives his cut of the deal. We can also see that he is in cahoots with the Masketta Men when he compliments Bane on his size. Furthermore, Bane explains that he is big for him. The two must be lovers. Again, Bane never punches CIA on the plane, he blows him a kiss goodbye, because they will be seperated here. Dr Pavel probably knows this, and is saddened. That is why Bane says "calm down Doctor, now is not the time for fear." He knows Dr Pavel is upset, and tries comforting him by saying this, assuring him CIA&Bane will be together after the plane crash, because Masketta Man and crew will pick CIA up.
