CIA fell into a wormhole and was tossed through time. He eventually finds himself in the future. To not arouse suspicion, since he is supposed to be dead, he changes his name and tries to go back in time to either warn himself about Bane or get revenge on Bane (or both). We see some of this in Quantum Break. All this bouncing around time and all the information and knowledge he has collected, I fully expect to see him with cosmic powers the next time we see him. In fact, he may already have such powers and this created the disaster that we are all so fond of in our world.
