Developer here. I've laid eyes on these kinds of projects before. Governments outsource them to companies who kick-start the project by outsourcing it to pajeets who don't know how to do UI who just find the closest existing "schematic" app online and just buy that for like $10 and adjust the code a bit. Schematic app selling sites exist for all lines of software and websites.
You want a clone of a government app? It exists. You want a clone of a popular website like Amazon? It exists. Little to no effort required to get it up and running.
That's all it is, and it's terrible. Once the project starts, they cut costs by never hiring someone to make things "look good", only cleaning up the code. Any government software that you use that actually looks "good" is because some poor soul is probably working there and is being heavily underpaid for their excessive skill-set. This is one of many current failings of a broken economy.
Rinse and repeat, charge the gubmint super duper big prices and you're rich.
