I think there's a confusion between the act of disrespecting someone and an internal lack of respect for someone. I don't have a problem with 9/11 jokes because it's understood that the person making the joke doesn't really disrespect the loss of life and it's assumed the joke won't be seen by victims who will be pained by it.
What is a problem is when it's clear the disrespect reflects someone's real values. Because that shows an ugly attitude that will cause real pain when it's played out IRL in things that really are important.
