Graphics, music and sound always go last. No artist will want to work for a game, if he can't see the game existing in the first place.
Make a fully working protype with placeholder assets, and post updates here, and you might get artists interested way more easily.

Also, get a decent name for your steam, this one screams you are a 10 years old kid, and nobody will join the project that way either.
