Effective eugenics is as simple as promoting positive social trends and getting rid of negative social trends. Like getting rid of child tax credits, welfare and SS in general, mass immigration of shitty people. Even ignoring this, most of the world's problems are far, far more complex than what you seem to think. Natural selection can't fix things like pollution, over-fishing, or nuclear war. The world is shitty primarily because of systematic flaws in the world's economic and political systems which allow the greedy few to flourish at the expense of the many. Increasing individual competition and discouraging cooperation will only exacerbate those problems.

Also, it raises the question of what we actually value in our society. If we start letting babies starve to death on the streets can we honestly claim to be any more civilized than the "shitty people"?

This is not true at all, misconceptions about the timescale of evolution is a huge driver of shitlibbery.

Casuals assume humans are bound to the same pace of evolution as nature driven animals, they imagine examples such as animals being selected for size due to gradual changes in climate over many generations.

Even the animal kingdom is often acted upon more rapidly than this, but humans are especially prone to rapid evolution because we a large part in shaping our natural selection that other animals do not.

Consider, hypothetically with me, the following. A King declares that any man who sneezes in the public shall be executed in the spot. How will the amount of people who involuntarily sneeze in public change over time? Hitler declares all jews must die, and nobody stops him. What happens to the number of Tay Sachs holders over time?

What happens when an extremely wealthy government pursues a policy of subsidizing low income births over many generations? What happens when you literally give those same people an ever increasing control over social relations both formally and informally?

All of the examples you have listed are about selecting for traits which already exist in a population. That is a step in the process of evolution, but it is far from the whole process. You can alter the mean IQ, sure, but you won't magically make the number of intelligent people increase overnight. You can't select for any trait which doesn't already exist in the population.

Anything you could hypothetically achieve through eugenics in 1000 years will be trivially possible with genetic engineering within 200 years. The hard part in genetic engineering is creating entirely new traits or making major modifications. Copying traits which already exist in the population is just a matter of mass genetic sequencing and data analysis.

I wouldn't even mind so much if you were talking about implementing widespread genetic screening of embryos, "reproduction licenses", or sterilization. For some reason you jump straight to "kill the poor".

You also misunderstand the reason why highly intelligent people are not reproducing. It is not because of a lack of resources. Most intelligent people (at least using your metric) have good jobs and aren't in any danger of letting their kids starve. Even if you exterminated the bottom ~80% of the IQ range, I doubt the survivors would suddenly start reproducing like rabbits. If anything, genocides and lack of public compassion discourage the intelligent people from having kids because they don't want to bring new life into such a shitty world. Intelligence tends to correlate with compassion, while stupid people don't really think far enough ahead to consider what their kids' lives will be like.
