The cancelation had nothing to do with budget, the studio had more than enough money but the president didn't hire additional staff despite requests from the animators.
It got so bad that the committee, i.e. the investors and rights holders stepped in and stopped the airing. This entire procedure certainly ended up costing much more than hiring additional staff would have cost.
The most likely thing is that the studio CEO tried to have higher margins by lowering production cost. Since studios get paid in advance by the production committee, the actual success of an anime is in many cases irrelevant for the animation studio.
