As All-for-One said in Deku's dream: The Quirk Singularity, as defined as "the point in time at which quirks are no longer controllable" as already come to pass. We can see this in the cases of Shigaraki, Eri, and Toga. But I believe there are three more Singularities or "Genome Shifts" that have yet to occur:

1. The Unmutification

Eventually there will be a shapeshifting quirk that allows mutants to look normal. Once this gene is passed around enough everyone will look human again. This gene will be highly sought ought by mutant parents because being a mutant sucks. Maybe it will evolve out of the Transformation Quirk branch or is even already possible with selective Quirk Breeding between mutants and Transformers. My point is that eventually mutants will dissapear from the human phenotype and everyone who would have been a mutant will simply have the ability to transform into a mutant.

2. The Telekinetic Revolution

We've already seen two people with telekinetic quirks. Once variations of the TK gene mix with enough other quirks, people will have the ability to activate their quirks from a distance. e.g. 1. instead of Bakugo's descendents making explosions with their hands, they'll think and place an explosion some distance from them 2. instead of Ochacho's descendents making things weightless with their hands, they'll point at something and it will become weightless. At this point humanity will be like gods and enforcing the ban on public quirk usage would be much more difficult. e.g. Q: "Who made that fire hydrant explode?!" A: "I don't know , nobody was touching it."

3. The Creatification

Tamashiro can create little Chain-Chomps with mouths and Fumikage's Dark Shadow can talk. Before long, people will have quirks that can create automotons that can talk and think and hopefully follow orders. Work will become a thing of the past as people create droids out of their quirk to do their every bidding.

I believe that the next 3 genome shifts will occur in this order and I believe that shapeshifting/transformation quirks, telekinetic quirks, and sentience-granting are going to be the three most important quirks in this timeline.

With Japan and Europe having the world's lowest birthrate of 6-10/1000, and someone like Captain Celebrity coming from the US with a Birthrate of 10-15/1000, it stands to reason that Africa and The Middle East have become Global Superpowers with the leading birthrate of about 35-45/1000. That means that the Average African/Middle Easterner has a quirk 8 to 4 times as complicated as Chisaki or Fumikage (or 4 to 3 times as complicated as Captain Celebrity). They may have already passed the Unmutification, the TK revolution, and the creatifcation. Without a doubt Africa and the Middle East rule the world by this point.

Quirk Virus Theory (especially in the light of retroviri) seem the most likely case to me. Sadly there is no evidence of a virus passing through the population through mice. Today our biomedical technology is pretty sophisticated so there's no way something like a virus altering our DNA could escape experts unless each isolated early case altered the DNA in radically different ways. The Human Genome Project was completed on April 14, 2003. Anywhere the Quirk Factor shows up in human DNA, it would leave an obvious difference. However, Hori offers no other explanation other than this rumor.

This page from Vigilantes implies that one can know what someone's quirk is from a blood sample or at the very least, know if they have a quirk. California already has a database of everyone's blood since 1983 so eugenics programs around the world wouldn't be out of the blue. Japan themselves has taken part in Quirk Marriages in the last 3 or so generations. I don't think that a eugenics program would be enough to keep up with the higher birth rates though.

And even if the virus altered the DNA of all the early cases in different ways, it would still be on the same place(s) on the genome the way Fatgum talks about Tamaki getting his Quirk Factor checked out at the hospital. In the BnHA Universe, the Quirk Factor can be located on the genome and they even have the technology to see if its been damaged or normal.

In the case of Toga Himiko, I do not believe we saw evolution. She always had the ability to use the quirks of her stolen forms and just never took a form with such an easy quirk to use or never tried assuming that copying appearances was enough of a quirk itself. However, in the case of Kuriroro, fading into black things and then moving the black things around are seperate functions - the latter a different characteristic from the first emerging from training. Tamaki, after training, can enlarge the size of the animal pieces he makes on his body and use multiple animal parts at once. These two are clear examples of quirk evolution. Muscles don't develop secondary functions - they only lift more. Black would have only been able to merge into greyer things, or black things for longer. Tamaki wouldn't have been able to use multiple body parts or enlarge them. Thus, muscles are poor metaphors for quirks and quirk evolution exists.
