Most outsiders get eaten or killed. This isn't a joke, a good amount of the youkai love to eat humans. Villagers are protected by the contract, outsiders aren't. It's canon that some outsiders are delivered to the SDM as food source.
It's confirmed that outsiders can choose to stay in Gensoukyou and heavily implied that they can become villagers. Reimu isn't going to kick you out of Gensoukyou. But if you become a villager, you can't become a youkai. If you do, then Reimu is going to kill you.

The only thing protecting youkai in the material world is the spiritual barrier, so if you're in Gensokyo, in theory you've already bypassed that barrier and so has your weapons. Thus any old firearm should be extremely effective against a youkai unless they possess some innate ability that would let them dodge or otherwise phase through a bullet. Shields are clearly designed to stop magic or physical attacks, and have never been shown against a firearm, so it's reasonable to assume that if a strong magical fire, heat wave, laser or something similar can bypass a shield, than so can an object with enough force and speed (albeit it might impact them at speeds that would only cause bruising due to a dampening effect). Everything works on a system, there's no such thing as magic made on a whim (there is but it still works within the confines of a system), and thus there must be a way to bypass/work within that system whether it's simply the brute force of a firearm or perhaps something more intricate like working with bullets made of uranium or a special nickel alloy. If beings like gods can be harmed by working within inherent systems, than so can youkai, for surely youkai are not gods themselves. Those systems may seem strange or intricate, they may seem like nonsense, but all gods and spirits have set conditions and methods that can't be bypassed in order to perform the way they do.
It's really simply a question of if those systems in place are beneficial or harmful to the usage of firearms to kill youkai, and if the youkai is powerful enough that while a bullet might hurt them, you might never get the chance to do soit (or worse- you might only get one chance and they will never give you that opportunity again). The lack of guns in Gensokyo despite the number of years that the Japs have had them suggests the youkai fear firearms and have wiped them out for their ability to put man on a level playing field.

Hypothetically, if an anon with the right charisma and knowledge of memetics/psychological manipulation entered Gensokyo and created a cult following behind him, he could completely reverse the faith/fear in youkai that the villagers have. With enough very careful planning and idea subversion, he could theoretically cut off the youkai's power source and render them completely helpless, or at least near powerless depending on how far reaching and effective his scheming is. He would first have to start a small following of cultists to join his idea or belief of choice, using well place propaganda, good will acts on the village and giving them a good enough reason to follow his cult. Once it is sizable, the mobilization begins, at this point (depending on how much social power he as) he would probably surpass the village leaders/elders in political and belief power, giving him near complete control over the populace.
Of course at this point the youkai's would certainly have noticed this disturbance and would be dispatched to dispose of him. The critical part in this plan would be to quickly gather as many into cult before this occurs. Once confronted, a display of defiance and loss of fear combined with fanatical devotion to him and the cult would take place. This outright "stick shaking" would defiantly be felt among the youkai, and might create an "oh shit" moment in them depending on how fanatical the village populace has become. If there is a short battle, then it would be very bloody and wouldn't last very long. However, the mass deaths and loss of belief would cause a massive sinkhole of energy that the youkai's need to exist, which significantly weakens them as the fight continues. Eventually one or two possibilities would take place; The now cult leader anon would martyr himself, and, once again, depending on how well he played his cards and the devotion of his followers, this would cause a massive spike in hate and loss of fear among the villagers, further eroding the youkai's energy sustainment. Scenario number two would be his survival of the battle, but the near complete destruction of the village and in turn, Gensokyo. The mass death and loss of energy source would collapse the barrier and completely destroy the human-youkai relationship, effectively "killing" the youkai and Gensokyo as a whole.
Of course there are innumerable hurdles to jump when attempting something like this, countless generations of tradition, the speed of spreading the new belief, the speed of assuming political control, acting stealthily underneath the youkai's noses, and various other things to account for.

Heaven or to be more specific Bhavaagra (where Tenshi lives) isn't in Gensokyo. It's a separate realm where the Celestials live. There's a path to Bhavaagra in Gensokyou, but Bhavaagra itself isn't part of Gensokyo. It's heavily implied that the Celestials created Heaven 252 million years ago by pulling out a giant keystone from Earth and that the P–Tr extinction was the side effect of this.
Celestials like Tenshi don't have the restrictions that gods or youkai have. Tenshi could theoretically live in Tokyo without any issues.
Gensokyo is the yokai paradise, but it isn't the only supernatural place in the world of Touhou.

Youkai require fear or faith from humans. If a villager becomes a magician and shares his techniques, then you're going to end up with a village of sorcerer youkai. Almost all the villagers have high spiritual capabilites. Marisa might even be the villager with the worst talent for magic. The villagers are humans, most of them fear death, if they learn that with a year of study they can become immortal sorcerers, then Gensokyo is done for.

Perfect Memento in Strict Sense states that Alice was originally human, and while it is told from the perspective of Akyuu, I doubt that such basic information is wrong.
When there's a contradiction between PC-98 and any post PC-98 content, then the post PC-98 version is always the canon version.
In general one shouldn't take PC-98 games serious when talking about the canon. They're very expensive to obtain through legal means. And it's unlikely that ZUN seriously considers PC-98 when writing new Touhou works.
There are even contradictions or retcons for Windows-era characters. An example would be Tenshi's backstory. Her original character profile said that she was a young girl when she became a celestial. But later works state that she was born as a celestial.

I was in the panel room when ZUN answered the question of PC-98 canonicity at Anime Weekend Atlanta 2013. Word of god, straight to my face in-person, is that PC-98 is canon in its entirety unless something after it directly and explicitly contradicts it. So Reimu still has a nuclear-powered robot maid somewhere, and Marisa owns a nuclear ICBM. Genji is still around, but he lazes around the shrine now that Reimu doesn't need him to fly.
Also, I'm pretty sure it actually said Alice was a Human in the dialogue back in the PC-98 days, and then in later post-timeskip days she shows up classified as Youkai.
I'm actually in the background or just over the photographer's shoulder in a bunch of these shots.

You'd think so, yeah. That we never see him either means he's just chronically underrepresented or is off doing his own thing. Whichever it is, he's definitely still canon. And unless Youkai turtles die of old age, he's still alive unless killed.
More soothing to some fans' minds is this means Mima is definitively still out there somewhere. In the same panel, ZUN said the reason she doesn't show up again is he's just more interested in building up the new characters. Come to think of it, that's when he also first lampshaded the possibility of Steam releases. Bear in mind this was 6 years ago now.

I'd do whatever I could to get trained as a magician and achieve Youkai status, with an eventual goal of achieving immortality and then working on planar travel. At which point I would treat Gensokyo as my home/base/staging area and then Kingdom Hearts around the multiverse. In search of novelty, interest, power, unique training, etc. Pick up some psionics, some wuxia, some magitech, and so on. I've always loved the "steal your abilities from your enemies" theme like Mega Man and Blue Mages, so it just being an accepted tradition in Gensokyo is really convenient.
tl;dr become an immortal Enemy Skill materia and then take a Boomer-tier RV vacation around multiple realities in search of novelty nicknacks to bring home.

Word of god through a language barrier contradicted by Japanese statements. Zun also literally just said "Yes" when asked the same question at Anime Expo. But before that there was almost an one minute long break where he looked very confused by the question. I would say it's safe to say that Zun's understanding of the word canon is questionable.
Then there are Zun's interviews and commentaries in SCoOW, which is the most expensive and a more recent source(2015-now) for the "word of god". Based on the MoF commentary, it's possible to argue that the current Touhou canon is post MoF. It's when Zun started seriously thinking about the world and setting.

I would describe the Touhou canon like this:
10+: Reliable, very few retcons.
6-9: Not as reliable as post MoF, but still partially canon. Characters from here on out continue to actively appear in later games.
1-5: Safe to ignore. From stolen assets to lifted character designs, PC-98 has all of the usual doujin issues. I don't think Zun has a positive view of PC-98 Touhou. There's a reason that he started the SCoOW "Introduction to previous work" series with EoSD.
