Gothic lolita fashion the way you are thinking of it is a modernized image on top of what I think is a more Victorian era nobility fashion with tons of frills, ribbons, and lace. Gothic in the historical sense refers to the late middle ages/early Renaissance era. These designs are generally simpler to sew. Silk didn't arrive in Europe until the middle ages so it was not cheap enough for mass usage and fancy sewing techniques for the stuff you see in gothic lolita fashion. Suiseiseki's clothing is a better fit for late middle ages compared to fetish fuel Kurumi and Rory. Both of them are sluts by both Reinassiance and Victorian standards anyways, along with most gothic lolita designs. It doesn't particularly matter though. Its cute regardless of era.
