Set up before Kaiji, Hyoudou is bored and orders Tonegawa to do set up something to entertain him, like some death games. So now Tonegawa has to work towards doing that together with his subordinates and villains from Kaiji. Tonegawa is pretty capable but also kind of autistic so how will this shit end up? I dunno.
I feel like the narrator's voice isn't deep enough for over-dramatic delivery and the speaking style isn't helping either. The gags seems like they will consist of extremely capable Tonegawa struggling on menial stuff because of his autism or some high-up choices making his job harder. Probably working together with other characters whose quirks will piss him off and each episode is him getting pissed at them till he explodes.
I get this sensation the jokes run for too long, killing the momentum so the payoff isn't that great as result. I wonder if this is how every episode is going to be.

I'm a fan of Fukumoto and I thought it was enjoyable. This episode showed how he has to please his unreasonable boss and the cloned man in black at the same time. Also Saemon-saburou Jirou joke was pretty funny, and how they use visual and sound effects used in high stakes gambling for mundane shit. This is just fanservice for Kaiji universe after all, no need to criticize it heavily. Madhouse is also doing Overlord 3 too this season.
Kaiji season 3 might never happen anyways because of the weed thing. They would've got another guy and did it if they could.

I thought it was a lot of fun. Not having read the manga, I'm really curious what the tone of this show is going to be. It seems far more relaxed than Kaiji or Akagi. I think Kurosawa had a balanced mix of comedy and seriousness, so maybe it will be like that? The narrator certainly makes it feel like a more happy-go-lucky kind of show. I'm excited for more.

I suspect these are related to some extent. If you had the narrator deliver his lines seriously like the old one, I think it would add a tension to the story and make it seem less sluggish even when there are no actual stakes involved. Tonegawa's stress should build the same way Kaiji's does, even if they are fundamentally different. This builds anticipation for a comedic payoff just like the main series does a dramatic one. This comedic, tongue-in-cheek tone the anime narrator not only diminishes the humor itself but also releases the tension from each gag.
