The reason Shoto even has a scar at all is because his Mother lobbed a pot of boiling water at his face because she thought he was looking too much like his Father. Buckle the fuck up, I've got a lot to say on this.
Let me preface this in saying I also think Hori's handling Bakugou poorly, but there's still changes happening. They're smaller, but his personality has indeed changed. The biggest examples probably being
>giving Deku constructive feedback on his fighting style
>telling the kid that if he looks down on others, he'll never see his own weakness.
But there are smaller examples here and there, like agreeing to be the drummer, and having less and less angry outbursts.
The problem that I think most people are having, is that Hori wrote a really hateable little prick, and it's been forever since we saw him get humbled through cold hard reality. And I think that might actually be the point in some sense, having it be unsatisfying. Though I doubt it, since he seems biased towards Bakugou a lot. One could argue that Bakugou never outright saying he's sorry, or wanting to apologize for his actions, is realistic, and to an extent it is. But that's only for people who have no remorse, or lack introspection. Hori has been pretty careful, as shown in the two examples above, to drop small hints here and there that Bakugou's done a lot of thinking about how he's acted, and is reforming in a slow way.
Of course, this is all a poor job of handling it, because, contrary to the general consensus I've seen, Endeavor's actions as of late are pretty accurate to how someone who was abusive, but could still be reasoned with, would be reacting to the realizations of what they've done. To put it simply

He probably is aware that Shoto hates him, and how his family doesn't want to be around him. But at the same time, he's clearly got some level of care for them, and has had that for a while, as evidenced by the flower. Hori also was careful to have the wife avoid outright saying she forgives him, just that she can see where he's coming from and has thought about it enough to explain it.
Basically they're all on thin ice, and treading carefully, but Endeavor is clearly trying to change his ways.
The handling of Endeavor is also early on, so I'll reserve judgement.
Where I won't, is with Bakugou. Going back to what I said earlier, Bakugou at this point has no excuse to just pull Deku aside and try to talk to him, keyword being "try." If Hori wanted to write their relationship like a fucking adult, one with an actual understanding of how interpersonal relationships work, and wanted to show Bakugou's working on his issues and changing, in the near future he'd basically have to do something like that. There's numerous ways, here's an example:
>Bakugou pulls Deku aside, threateningly
>Deku is fearful, afraid he's going to try and fight him
>Bakugou backs off, maybe he apologizes here, maybe he doesn't, but either way he'd have to attempt to explain himself, and work through his issues with Deku
