I said this a week or two ago: how hard is it to run as fast as you can for as long as you can? Just run faster than you currently are running, unless you can't, in which case maintain your current pace.
In fact, why even have races? It's not like a sport or game where you're actively interacting with the other team. Everyone could just do a time trial and they can compare times. And don't say it's because people run faster when they're in a competitive race rather than a solo time trial, because that just means they weren't running hard enough in the time trial.

Riders have to train rigorously as do the horses, and there are strict rules of competition. Racing together ensures the track doesn't have to be repaired each time/someone can't go back and say "X was wrong," and it allows for betting. No one wants to fucking watch a single horse at a time run around a fucking field. That's like saying "Why do people street race instead of individually race their cars?" or "Why does Nascar have everyone on the track at the same time instead of letting each individual do their drive?" There's a reason track-and-field or horse-maneuvering at the olympics is boring as shit to watch, and what you're describing is exactly why.

The only problem is that season 2 can never happen with this cast and if it does it will not fill the hoofs of this season. Hopefully this finds it way to Gensokyo where Special Week can run forever.
