My rule of thumb in determining if it's anime/western/french/whatever is this:
If the director, producer, screenwriter, designer/artist(the one who designs how the characters look), the one who does the keynotes, are mostly western, then it's a western cartoon and belongs on /co/, if they are mostly japanese, then it's an anime and it belongs on /a/. From which country the army of animators came from, is irrelevant since they have to produce an animation with the characters that look like the ones, the designer produced, and that has animation which corresponds with the keynotes. So just because some anime is animated by koreans, doesn't make it korean animation, it's still anime, because it was directed, produced, designed and written by japanese, and thus will have the style and spirit of a japanese production.
Also a problem with "honorary anime", is that if taken to it's logical conclusion, we will end up having 80s G.I.Joe threads and Thundercats threads.

I did say mostly and not all, and there are cases with a joint production between two countries, like the Adventures of the Little Mermaid(not the Disney one) series made by both French and Japanese.

If we want to argue over semantics then I'll admit it's getting harder to do so in the early 2010s with Japanese doing Japanese Animated Adaptations of Western comics. However I think we can easily consider something as anime if it's produced and animated by Japanese or co-produced/co-animated by Japanese.

The camera work was so good and the scenes felt so alive because they were animated as a single set peice thanks to the quick iteration capability of the tools.

Batman Ninja was actually good, had neat animation and a plot that was crazy but fun at the same time. Some moments were almost Yuasa-tier like Jokers Keikaku-doori scene where the artstyle completely changed. I can only hope that they keep the design for Catwoman in future works because she was pretty cute in this. Don't be grumpy and give it a try.

It's around 0:06:35(first pic is the english dub based sub, the second one is the fan sub) Joker says "primary skuru" in the Japanese dub, whereas in the english dub he says exactly what's in the first pic, so I'd say the fan sub is more accurate.
