2hu is a huge meme and occult magic defines Gensokyo. It's clear that events on either side of the Great Hakurei Barrier have an effect on the other side.

Is ZUN practicing meme magic to influence world events? Or is he just unwittingly channeling the natural energies and egregores of the etherworld into cute girls we fall in love with?

I doubt Zun actively channeled the meme magic back when he started 2hu. Rather, the sheer autism to find Danmaku games enjoyable resulted in an ever-expanding community of turbospergs around the setting, whose inherent influence on meme magic.

But this does not necessarily any negative consequences: Gensokyo, canon-wise, is a dream or was changed by the dream of Maribel Hearn, who later became or projected an avatar in the form of Yukari. Touhou as a whole is the dream of ZUN, and while he only delivers the overarching context, the setting naturally attracts people on the spectrum who also may or may not enjoy potency in meme magic.

Meme magic is a meme. It's a fascinating idea, and ZUN as he got older and more wistful adapted his shinto magic shooty games into a whole setting based around it (PCB onward, and increasingly). So no, I don't think he has any interest in changing the world, only exploring the ideas of fantasy/dream <-> reality and imagining cute girls in ghostly pre-Meiji paradise.

I've noticed, though, that the past couple Touhou games cite real-world events as shaping Gensokyo. Ten Desire came about because ppl started doubting the existence of Prince Shoutoku. The events of LoLK came from claims that the moon landing was fake. DDC may not say so, but it's pretty clear that that game's story was inspired by the (((Arab Spring))) and (((Occupy))) movements pitting the 'little ppl' against their perceived oppressor.

And, of course, the Great Hakurei Barrier was breached, which allowed the invasion of Gensokyo by ISIS moon rabbits and allowed 2hu games to be on the PS4.

The events of the outside world are becoming increasingly relevant to Gensokyo. The next fighting game seems to be about disbelieving facts and conflicting narratives. A reference to fake news?

Or is it just a curse that any creator, no matter their integrity, becomes more and more aware of the 'scene' over time and that sentiment reflects in their later works?

The way I see it, after the doujin scene took off following the three Gundams, 2d culture has been kind of self-sufficient. Economically, pretty much so, but I'm talking about ideas and aesthetics. Mecha and magical girl didn't originate somewhere else. The character archetypes and their presentation don't have an equivalent in dorama. It's just drifted off to a land of fantasy where even mainstream popularity doesn't bind it to "the rest of society". Gensoukyou is a great representation of that. It's a land where every meme already forgotten on this side drifts to. Its only relation to our world (if we forget the recent events) is "rejection". As our memesphere rejects Gensoukyou, it rejects our perception and chooses isolation. That makes Touhou an excellent otaku work.

But Touhou isn't KanColle or Vocaloid, other worlds with a distinct disconnection and good moe. In Touhou, there's a tie-in back to our world, and that is history and civilization. So there's our post-modern moe-centric 2d culture, there's the high culture of the past, and there's the mainstream. ZUN joins otaku culture and past civilization together, and contrasts his creation with the "outside world". So why would Buddha go with a culture that drools over imaginary girls, rather than with normal thought? By the way, this is a kind of appeal to authority from ZUN. There's clearly a point he's making.

It's because both 2d culture and the great writers of old are preoccupied an ideal. An ideal consciousness, an ideal man, an ideal pretty girl, there's not really that much difference. Another thing these cultures share is a drive towards order. Ordering girls by their moe traits, classifying mechs, and making sense of reality in ways that are sometimes fitting, and sometimes, not so much, are pursuits driven by the same base instinct. That's how youkai moe is one of the best 2d innovations in a long time, if not the best. It ties together the need for an ideal with the need to explain unseen dangers and with the will to figure out and order information. Youkai moe grips one's heart and turns it towards the world of ideas, as opposed to the here and now of uncertain and undecided materialism.

So when it comes to memes and meme magic, ZUN is obviously "against" the current 1st world societies. But he isn't trying to push his memes to change the course of "events". His argument is way more introverted. That the Gensoukyou of today is more in contact with our world doesn't change his greatest meme, even if it kind of underlines it, with Sumireko toughing it out outside the border. You'd be right to argue he's pushing some ideas, but more than that, he's communicating a mindset.
