Maybe they do? The government is not a single entity, it's made up of many separate agencies. The majority of those agencies are full of dumb people who only know what they're told. Even among the intelligent people, I suspect that most of them are not aware of how the Earth's magnetic field influences human minds, as it's a relatively obscure subject that most people have never heard of. Even assuming that they know about it, it would't make much sense to introduce that factor in a mind control experiment, as it's not something that can be easily quantified and thus would alter the results by an unknown margin. If you look at how the CIA did its experiments with LSD, they weren't exactly sophisticated. They just gave it to random people, sometimes even other agents, and recorded the results.
