A good ruler doesn't have to be a nice person. Fixing the problem of overpopulation for example will require harsh measures, but it must be done. People are too stupid and selfish to do something about it. Mass surveillance on both local and global level is met with a shrug when not welcomed with open arms. Anything, so long as it keeps us safe. Liberty be damned. Those who criticise the elite tend to put too much trust in the common people.
