Fellow retard here. I was trying to do the same but the program I am using (Premiere) keeps crashing on export whenever I lower the video bitrate. Otherwise the mp4 comes out too big to upload. I'll have to update it or find another program. I'll let you know if I figure it out.
If anyone has a better suggestion, please post it. But yeah it would be good if 8chan was updated to support mp3 files. There isn't really a technical reason why it couldn't be done.

You can't do complex edits with this program, but you're able to convert files to widely used formats and alter the bitrate. There are a number of other filters you can play with, but I'll leave the discovery up to those who use it. If you're familiar with video editing programs, you should be able to pick this up fairly easily.
