Richmond officer arrested, faces 50 counts of possession of child pornography

by: Kassidy Hammond

RICHMOND, Va. (WRIC) — A Richmond Police officer is on leave without pay after he was arrested this week and charged with dozens of counts of possession of child pornography.

A lengthy investigation conducted by the Louisa County Sheriff’s Office led detectives to obtain a search warrant for a home on Old Apple Grove Road in Louisa. During the search, multiple digital media devices were seized and were later confirmed to contain “a large number of files containing images of child sexual exploitation,” the Louisa Sheriff’s Office said. Several charges were then issued for possession of the pornography.

Members of the Richmond Police Department arrested a fellow Richmond officer, 51-year-old David Edward Stone, of the Town of Mineral, in connection to the charges on Wednesday, Jan. 25. Stone was later turned over to Louisa deputies.

According to court documents, Stone faces 50 counts of possession of child pornography in Louisa Juvenile and Domestic Relations Court. His offense date for all counts is listed as Nov. 5, 2022. The charges include one count of possession of child pornography and 49 counts of possession of child pornography for the subsequent findings.

Stone is currently on administrative leave without pay. Prior to his arrest, he had been with the Richmond Police Department since Nov. 27, 2006.

“The Richmond Police Department does not tolerate the abuse of children in any form and this officer will be held accountable for his actions,” the department said in a statement.

‘Serial sex offender’ from Oregon convicted of exploiting minor in Louisa County

Court documents show Stone is scheduled for a preliminary hearing on Feb. 17 at 2:30 p.m.

This is an ongoing investigation. Anyone who may have information about this incident is asked to call the Louisa County Sheriff’s Office CID Unit at 540-967-1234 or anonymously at Louisa Crime Solvers at 800-346-1466.

*Correction Note: This story has been updated to reflect the transfer of 50 charges from Louisa County General District Court to Louisa County Juvenile and Domestic Relations Court, which was at one point reflected as 100 entries in the Virginia Judiciary Online Case database.

HENRICO, Va. (WWBT) - A Henrico man was sentenced Friday to 12 years in prison for having bomb-making materials and drugs inside his home.

Michael Hardy was arrested in March 2022 after the items were found in the home on West Durwood Crescent, forcing nearby residents to shelter in place or evacuate the area.

He initially faced 17 felony charges and six misdemeanor charges. On Friday, he was sentenced for creating/using bombs or explosives, displaying a firearm, and distribution/selling for profit.

He was found guilty on six charges total with an 80-year sentence, but 68 of those years were suspended, resulting in a 12-year sentence.

In March 2022, police said over 100 pieces of evidence were collected, with much of the evidence being drugs, firearms, and bomb-making materials. These are the items that first alarmed law enforcement when they went into the home to execute a search warrant.

At the time, police said that records showed that there were nearly 50 calls for service at the home over the past five years, 20 of which resulted in reports being made.

The nearly 50 calls to the county were almost always for "missing persons." Neighbors reported seeing naked girls running down the street from the residence. None of these calls resulted in any arrests or investigations.

Police and Feds Detonate Explosives In Richmond, VA, Suburb

HENRICO, Va. (WWBT) - Henrico police, Henrico Fire, the FBI and Explosive Ordnance Disposal officials are on the scene of an incident in the Westham neighborhood.

Police said residents were notified to evacuate or told to shelter in place.

This comes after officers were called to the 9600 block of South Mill Road for an alleged domestic situation on Wednesday. Two people were arrested, Sydney Crow and michael hardy, both of Henrico. The two have ties to the home on South Mill.

On Thursday, officers went to a home in the area of 7200 Durwood Crescent to conduct a search warrant.

While executing the search warrant, officers left the home in fear for their safety and others in the neighborhood, police said.

"Upon entry, they immediately became concerned with the safety of themselves and others in the area," Lt. Pecka said. "We have roadways closed. We have asked area residents that are immediately near the residence to evacuate the scene, and we are working with those families to ensure their safety."

Henrico police said it is an explosive ordnance device situation.

"We do have our federal partners also on scene with the FBI. This is an EOD situation…an explosive ordnance device, so we are bringing in additional assets and resources just to ensure the safety of everyone involved," Pecka said.

After 10 p.m., an explosion was set off by authorities outside of the home. Henrico police said a single item was rendered safe but added that crews have not been inside the house since they evacuated.

Police ended operations at the home on W. Durwood Crescent around 11 p.m. Thursday, but the roads will remain closed until further notice.

The following roads are closed:

Ridge Top Road at Patterson Avenue

Horsepen Road at Patterson Avenue

Durwood Crescent at Horsepen Road

Ridge Top Road at Devon Road

Drivers should use alternate routes.

"You don't expect to make that left turn into your neighborhood, and there're major cop cars everywhere," said neighborhood resident Jami Trull. "Really, today there's no neighborhood that I would call a safe neighborhood, so it makes me glad that Henrico County and the other agencies involved in here are fixing it and making it safe."

Beginning at 7:30 Friday morning, police will be escorting around 30 families who were evacuated back to their homes to gather personal belongings before being escorted out again.

Operations at the home are expected to resume by 9:30 a.m.

Online fundraiser underway to support Henrico deputies charged in Otieno’s death

Support is growing for the seven sheriff’s deputies charged with second degree murder.

By Raven Brown

Published: Mar. 22, 2023 at 6:02 PM EDT|Updated: 17 hours ago

HENRICO, Va. (WWBT) -A fundraiser was launched just days ago to help the deputies and their families while they navigate the legal process.

The headline: “Help our Deputies” with the message to offer them financial and community support.

“There were a lot of people in that room. They are not all going to be of equal culpability for them, not nearly what it is for the family, but it’s certainly a tragedy for these officers as well.” Dana Schrad, Executive Director of the Virginia Association of Chiefs of Police, said.

A tragedy prompted some who support those with a badge to donate what they can to an online fundraiser on social media.

FULL COVERAGE ON OTIENO'S DEATH

The campaign states in part:

“Please join me in supporting our Henrico Deputies, Randy Boyer, Dwayne Bramble, Jermaine Branch, Bradley Disse, Tabitha Levere, Brandon Rodgers, Kaiyell Sanders, who have been caught in the horrific situation involving the death of Irvo Otieno. We have to stand up and support our husbands and wives, brothers and sisters, Fathers, Mothers and friends that put their lives on the line for us every day. I would like to raise funds to support these Deputies in any way we can. This is a horrible tragedy and we must show our law enforcement that we stand behind them. They are the thin blue line and we have to have their backs. Please research this horrific event and consider a contribution to support them. Thank you for any help.”

The top donation is $7,000 and is anonymous. Schrad said this tragedy is impacting many families.

“No one intends when they walk onto the job every day in law enforcement for a fatality to occur,” Schrad said. “And they are now facing obviously legal costs, possible loss of income to their families and so it’s not unusual at all for our law enforcement family to rise up and provide avenues of support for each other.”

“I stand behind the deputies’ actions. Detainees of jails, mental or medical facilities may have to be subdued for their own safety or the safety of others,” one anonymous donor posted.

“One of the things that I think we need to keep in mind is the difficulty that our officers face when dealing with people who have mental health problems,” Schrad said. “When they are in crisis, and they fight back, it can be very dangerous both for that individual and for the officer and the decisions on how to apply control procedures are made in that instant. They do the best they can under the circumstances. Unfortunately, tragedies like this occur, and they need to be addressed.”

NBC12 reached out to the local and state FOP to get their thoughts on this fundraiser. We also reached out to the woman who started it.

We are still waiting to hear back.
