Sonic 06 was a tragedy of a game. I really wanted to like it. I liked the idea of a more serious take on Sonic and the game looked great in the early trailers but when I finally played it, it was an unfinished mess. I really want to see it be redeemed.

Sonic 06 is an experience, or so I have heard, and some people like me have never gotten to experience it.
Unfortunately, Sega basically recalled the game and all used copies from most retailers, and now a used copy of the game on sites like Amazon are rather high, at 21.59 for a used 360 copy, and while sites like Ebay have it as low as 5.00+4.99S&H, Ebay is perceived as less reliable and trustworthy for getting games.

No that's never going to happen. Square going back to a cheap Gameboy game and reworking it into a cheap mobile game, isn't really comparable to something like Sonic 06.
06 is more comparable to DMC2, while some fans may find the idea of reworking those games into something better a neat concept. business wise there is absolutely no marketing potential, the games will forever be tainted by how they were initially received by the public. You can easily sell a repackage of something that was positively received to people, but no company is going to waste serious resources into remaking something that has so much stigma surrounding it.
It would be a far safer bet to keep the title of Adventure 3 in their back pocket, and slap it on something people haven't already shit on yet.

Because when you remake a bad game there's literally 0 pressure about it being badly compared to the original now, just being made a decent product will ensure that it'll get reception as an improved one and get that star slapped on it.

The exact title you would give this project is actually kind of hard to pin down. for it to be just a mod it would need to still be running on the same engine, Sonic 06 360 mods actually do exist (Embed related)
This project here isn't like that, it's not the original engine, all of the games assets are being ported over to Unity, and put back together again and tweaked. you can't exactly call it just a PC Port either, the architecture of the game isn't the same.

What emulators?
The ONLY emulator you can play Sonic '06 on is RPCS3, and, even then, the game is prone to crashing. Outside of the consoles, the only way you can "play" Sonic '06 is either through fan conversions (Like the OP) or that mod for Sonic Generations.

We're already in that timeline.
Developers are already releasing broken and buggy games that are absolutely NO DIFFERENT than the "beta" that was hosted a couple months prior, only to to have the " complete" edition released not actually available for several years (And, which will then become unavailable two years later because you should have been playing the new game).

There is also the fact that companies are already releasing CANCELLED games, with people eating that shit up. Things are already reaching a point where companies can just can most of their dev teams, and have the remainder left just busy trying to fix all of their past projects that are just currently sitting in the company's vault for the past three decades. OR, jump on the train of "retro releases", and translate everything that wasn't brought over the first time.

Sonic fangames are a dime a dozen, and have existed for years. In 2011 Sega actually did take down a fan Streets of Rage remake, but that's the last time anything like that has happened from Sega. I think unlike Nintendo they realized that fan content is just 100% free publicity for their franchise, and there is pretty much zero downside to letting people make them.
