It lacks a lot of polish, but if I were to compare it to a game, it would be Mount & Blade Warband.
>you can pledge your allegiance to any of the 4 empires, or to the pirates, by doing missions for them, from sneaking into enemy towns, to fighting a few bandits in the jungle outside of the city, to sinking a few enemy ships
>you can have your own minifleet of several ships, and give them commands like which ammunition to use, whether to protect or attack a ship, or even to board an enemy ship
>you can capture cities either for a certain nation or for you alone
<sadly the world is a bit more static, in that no nation will go out of it's way to attack other nations
>you can change the flag of your ship to sneak into enemy ports, but they might detect you, if your stats aren't high enough, in that case you can staton your ship on a beach on the other side of the island, and go on foot into the city, hope you bought map of the island :^), oh and you can still be recognized by the guards in the city, so avoid bumping into them.
sadly no pirate songs as in AssCreed, but the stock classical music is really fitting
>there is both land and sea combat, and you can make time go faster, to speed things up
>you can capture enemy ships, which is the fastest and cheapest way of upgrading your ship, however bigger ships require bigger crews, which costs more every month, in food, rum and monthly payments, otherwise they will rebel against you
>if fighting is too much, just become a merchant, sailing your ship from town to town and trading, or better yet, the merchants will ask you transport large amounts of cargo from one city to another
>there is also a main quest and some side-quests, but they are completely optional, though they will give some unique ships as rewards
I also recommend getting the Gentlemen of Fortune modpack, which adds several new ships, characters and more
