Nigga? Breen's intentions were pretty clear to me. He clearly thought he was saving mankind by compromising with the Combine, and he was probably right about that. He may have been a smug bastard who personally antagonized the player, but his ideology is pretty sound.
There's no way that earth could ever even touch the Combine, they literally subdued our entire military force in less than a day and forced the entire planet into submission. We stand no chance and he knows it, so he negotiates man's continued survival on the grounds of complete slavery. Throughout the game he begs you to stop your attack, saying that if you keep this up they'll come back in force, and actually wreck our shit for real. He acts haughty, but you can hear his desperation come out from time to time, like when he's chastising the Overwatch forces and mentions how "the alternative - if you can call it that - is total extinction". He also mentions, multiple times, being interrogated by Advisors who question whether we're even worth keeping around at all. He really does believe that surrender/assimilation is the only option, and he makes a convincing case for it.
HL2 may not have the best gunplay but the story is super cool.
