Kenshi is good, but he didn't ask for "the best RPG with RTWP combat", he asked for "the RPG with the best RTWP combat." Combat in Kenshi is pretty shit, the game is more about how you manage things outside of combat and pick your fights, in combat you more or less just let the AI do its own thing (whether you want it to or not).

Also I'm not entirely sure I would class Kenshi as an RPG in the first place. It actually leans more heavily on RTS elements, but then again one of you is suggesting Rimworld.

It's "turn based" in the same way every RTWP game is "turn based" where actions are queued on a fixed delay, but can run simultaneously for each character. Which is to say not actually turn based.

This is really every action game with a pause button, but you can use pauses in the Mega Man Battle Network series to pull off some great double and triple kills.

But usually the games require you to pause all the time anyway, which would piss off the ADD types, so I'm not sure that explanation works. And obviously the clusterfucky nature of RTWP combat doesn't appeal to people who liked turn-based games, even though including the pause feature and basing things on some kind of under-the-hood turn/round system is supposed to be a concession to those people. So it's just this awkward thing that mashes two gameplay styles together in an attempt to appeal to fans of both types, but it just ends up irritating everyone.

For easy encounters, where only the auto-attack is necessary, it just makes the process faster, plus, you always go with the default attack, if you don't select anything, so you don't even have to spam the attack command.

I don't know if enemies level scale with you, like they do in Oblivion, but Kotor is a game, where you can choose in which order you visit the planets/do the missions, and if the enemies do not scale with you, then it means that you will inevitably fight lower leveled enemies.

Plus, even the lower tier enemies drop loot and XP, so it's not like it's a waste.

Lastly, it's better to have a corridor filled with a few enemies, rather than have it empty and make you walk from one end to another like the water planet with the underwater section.
