Presiction for story progression:
Mads and mama are scientists that figure out there's an other world and that the residents of said world are trying to connect. They think it will give us free energy or some shit so they go along with it, using mads as their test subject(hence his scar)
Other world turns out to be Hell, ruled over by some nefarious group of demons that may or may not be called ludens. Mads is now one of them. A human ascending 2001-style causes the "death stranding" and fucks time up.
Mama likes the government and does the same shit on Sam to combat mads, then mind-wipes him and/or sets up an "accident" - 20 years or so pass and the game starts.
Sam delivers shit and is a low-level government mook for a while. Every time he dies he goes to mads' personal war-inspired hell
Eventually some shit goes down and he betrays UCA, develops sympathy for (not)-ocelot because you all know that Kojima always wanted Snake and Ocelot to do some gay shit, steals the ludens suit and mask from die-niggman, and kills mads. (probably involving Ocelot summoning some fuckhuge monster that he can't control to defend his city, forcing you to betray the gubmint and team up with him to prevent full blown death-fallout or some shit)
Rest of the game is him hunting down the other demons / ludens before there's some ebin twist involving Sam being one all along, morality being a spook, and all of this being necessary evil to unite the world against a greater threat. Roll credits, didju rike it.
All other characters are there because kojima likes the actors and jacked off to the idea of the bionic woman covered in blood when he was younger. Lea will probably be some wise-woman guru bitch and Lindsay will clearly be Sam's wife / old lover that he forgot. Lindsay may cause the incident since (not)-ocelot seems to know shit about her.

I'm not saying you're wrong about him spending like a drunken sailor, christ just look at the kiefer debacle and music licensing to see what he'll do when let off the leash, but if you know anything about movies you'd know that putting a famous actor into your flick is basically a semi-guarantee you'll make X amount of dollars on the name of that guy alone.
Whether that idea will extend into video games remains to be seen but literally putting someone like denzel washington or robert downey jr into a movie is going to get asses in seats. You're right though that it is dangerous when budgets start climbing as well as the RoI expectation. There's always a risk that no matter the hype/big-names you've signed up you might end up with a bomb that rocks a studio.
That said, shoving an unfinished game out the door, gimping the engine so that retards still using PS3/360 can play it, and loading it with microtransactions to boot is squarely on konami's shoulders. And if they were such great businessmen how did they let development get so far behind and in such dire straits that they had to rush things out the door? No one is blameless here.

The impression I have so far is a sci-fi military version of BotW with a focus on supernatural elements. Will that hold up gameplay wise? There's not enough to tell.
It looks interesting and well polished at the very least, in my opinion. Which is enough to sway me into borrowing a friends PS4 to play it because fuck wasting my money on a PS4.
Furthermore this is essentially Kojima's trial by fire, he's not got Konami holding him back as the fans say.
So it'll be interesting to see if he'll pull off a good game, or if he's actually a hack like all the naysayers suggest and we should have been praising that other guy all this time for the MGS2 script.

There were FMV games that had big name celebrities attached to them and it didn't turn the games into big successes (or sucesses at all in a lot of cases) because the audience cross-over between moviefags and gamefags was practically non-existent
It's changed recently, thanks to casuals getting into videogames and companies pushing further into moviegames and giving directors like David Cage and Kojima infinite amounts of money to spend on actors instead of gameplay
But I'd still wager that most people buying games like this end up doing so because of name-recognition of the directors, brand-name of the franchise/company or wanting a casual non-game rather than Ellen Page and friends being in it

Even with celebrities you need to spend money advertising and doing promotionals with them which further increases their bill. All this does is to get casuals and normalfags interested and both groups are highly fickle and easily distracted.
They had to shove it out the door because of the release date they imposed upon themselves through money spent on advertising and by releasing a full prices teaser demo a year before. By the time of the game's release Koji was already on his way out and their might not have been anyone who was up to the task of finishing the game.
Missing or having a bad a release can be fatal to a franchise. Look at what happened with Kingdoms of Amalur and how Skyrim absolutely crushed it despite both games being of a genre that generally sells well. You can spend so much on a game and another one that came from out of nowhere completely completely demolishes it because it happened to release at the same time. Mind you this happens with movies as well except movies have a shorter cycle of development so there's more leniency with releasing them.

Because they're not the game's developers themselves or they let Koji have to much freedom before realizing that might have been very bad thing to do.
