They tried that, it sucked and everybody hated it and demanded VC4.
I thought VC4 was enjoyable. Certainly more than 2, and about on par with 3. And at the very least, it sets the stage very neatly - though not directly - for a Pacific campaign in the next iteration between Empire of Yamato and United States of Vinland.

I had a feelling it was low, but part of that is that there simply was no presence when it released. I don't recall any store-front aside from Steam really advertising it (and that might just be the algorithm kicking in) and finding a physical copy was practically impossible without putting in a special order. I seriously called every retailer within an 80 mile radius, and only a few people even heard of the game - and those that did, weren't carrying it. I dunno if Sega just fucked up their distribution and marketing, or if retailers simply refused to work with them for some reason. Maybe market confusion with Valkyria Revolution.
