A system where you can save anywhere is the easiest to make, just make the saving and loading function and you're done, no need to even make any death events, if you die the game just ends and you're forced to load.
The problem with the system is that it can be either abused by saving everywhere or right before any little thing you can't fuck up, or flawed by hacing the player forgetting or thinking they don't have to save at some point which ultimately ends up in saving paranoia when playing the game for the first time. Not only the death penalty is entirely on the hands of the player, it takes immersion away immensely by making the player constantly babysit the game by having to stop gameplay and do sometething outside of it(unlike managing storage, it's not any character that is saving the player, it's a menu funtion even if it has a shortcut key).
Checkpoints are more complex. The designer has to manually set them in specific places that are balanced between too harsh or lenient penalties. They cannot be abused unless there's something right next to the checkpoint. You don't need to constantly do the chore of saving for fear of losing progress. But it also also allows you to have dynamic death mechanics in the game, stuff like losing only gold or experience and continuing from a checkpoint, this is better coupled with an autosave system and having the checkpoints only tied to the deaths. Manual free saving ruins this kind of system because you could just save anywhere as usual and revert the death instead of having the consequences.

That's called a grace period, it happens in some games when you enter or leave some areas, get teleported, etc. There's also safe spots, where your character can't get hit even if a monster somehow ends up there. The hole in your logic is that grace periods, safe spots and checkpoints don't happen randomly, they're tied to other game elements, locations, etc.
Quicksaving is done at will and does not impact gameplay at all, there's not even a character animation. Some games stop you from saving mid-battle or while attacking or some other animation, but that's merely arbitrarily done to stop either cheesing the battles too hard or to fuck up the loading mid-animation, if they wanted it could still happen but likely with some inconsistencies for present the monsters/characters.

After that potentially huge amount of work (depending on cleanliness of the abstractions), how would you like savefiles that are 500MB each, being entire state-dumps?
Arbitrary savegames are easy on the outside, bloody hard on the inside (and get harder as the game gets more features; essentially, each new feature added needs to support saving amd loading).
Checkpoints are, in comparison, a cop-out: only minimal state is saved (like health and ammo counts), and most or everything else is the same as a fresh level load. Many games don't even bother to save which enemies you killed.
Sure, there's a bit of level-design overhead; but it is relatively small.
A bit earlier on, the games had better separated abstractions and had smaller state (having not much physics engines or particles to speak of), and it was, indeed, 'just save the state'.
But for many of the more recent games, with lots of things going on, with crappy coding, and so on, checkpoints become the only option, not the preferred option.
Additional point about saving-the-state: if it was cheap, the games with checkpoints could implement save-and-quit. But they nearly universally don't.

The end result is that many people end up having such wildly disparate experiences that it becomes impossible to discuss on areas like difficulty for a boss fight for example, without everyone agreeing on an unofficial set of rules and restrictions (like not summoning in Dark Souls). Brush with pure baking soda, out of literally every tooth paste/powder, baking soda is the LEAST abbrasive and actually does help remove stains from teeth.
The problem is, you will probably never have pearly whites because teeth are going discolor, it is inevitable, people who do have blinding white teeth either have dentures or use whitening methods that gradually strip their enamel. Baking soda wont destroy your enamel but it will help in lifting the stains from coffee and tea.

I mean, with savescumming I could just make up my own rules about how the game should be played, but that's not my fucking job. What's the point of balance if you're going to shove all that responsibility on the player? That's what made Dishonored so damn boring, there was nothing in place to restrict the amount of power you have so you could effortlessly roflstomp your way through in the most boring way possible without being forced to realize there are other more potentially fun ways to play the game. After all, I beat the game using all tools at my disposal even if because of that I unintentionally ruined my experience. It's not like the game went out of its way to laugh in my face for being a savescumming bastard who played the game in the most boring way possible.
