You feel weak as fuck at the start because a lot of Dark Souls principles are inverted. Like, Sekiro seems like clearly a sneaky DEX character who can sprint like fuck and backstab everyone but you get buttraped by minor enemies if you fight head-on.
But that's deceptive just because the game punishes you hard for your DS habits, and in reality you're way stronger than any Dark Souls character: there's no stamina bar and you can parry every single attack, even against bosses, and the parry windows are generous.
Like, you feel like a hit-and-run wimp but actually you're supposed to maintain pressure and never stop attacking except to parry. There are bosses that go down in twenty seconds provided you play it like you, in fact, are the boss.
Hence the prosthetic arm I guess, lol.

There's already the fact that the only reason he can even touch it is because even though it kills him to do so, he can resurrect, so it doesn't seem like it would be hard to explain why it doesn't become your primary weapon (I just got it a minute ago in my game and was disappointed that it wasn't an upgrade).
I guess the logical thing would be to have it consume one of your pink resurrection dots to use its finisher, but that would conflict with being able to use it on bosses. But literally one line of exposition would cover that.
