This sort of thing is standard nowadays it was just not feasible back when the PS2 was around. Iirc the lead designer said that he pushed for the game to be online only but it was Sony who forced them to implement singleplayer. Which is ironic because it's the only way to play it nowadays due to the server being shut down.
Also straight up the best aspect of the trilogy was the minigames in SF3. I wish more games had on-demand customizable missions like these. I only know of mobile games and games on the PSP that also did this.
