That would be Williams Street Productions aka the people behind most of Adult Swim. They (mainly Keith Crofford and Mike Lazzo) were the ones behind Toonami and were mostly responsible of choosing which shows got on the block for most of the early years. However a combination of factors (low show ratings, questionable content, sales of merchandise related to airing shows not selling example: shelfwarming figures of Gundams from G Gundam) contributed to the decline of the block, as well as the shift from the everyday weekday slot to a weekly Saturday slot hurt ratings. This caused CN to have more control over what got on the block and how the block operated in the latter years. And then the big nail in the coffin was the 2007 Boston bomb scare that was caused by Turner and Williams Street trying do for marketing for the Aqua Teen Hunger Force movie. It caused Jim Samples to step down and Stuart Snyder, seen as the person behind CN's 2007-2008 decline, to take his place, and that cunt axed Toonami.

Part of the problem is that anime characters aren't the same as cartoon characters. Most of the voice talent in the US is for cartoons, and that sometimes subtle difference can become huge because of it. Because of this, "cartoonier" or otherwise more comedic anime/games tend to have more favorably received dubs. I look at my own past watches and the few dubs I can tolerate all tend to be for "cartoonier" shows with the exception of Death Note and Bebop.
There are also a few talented US voice actors who actually have a range to their capabilities, like Charles Martinet, but most are like Wendee Lee and can only do one voice, getting typecast over and over as cute teenage schoolgirl #501.

The Bruce Timm DC cartoons were on the air from 1992-2006, covering a large part of the western anime boom. They were on at the same time. But anime dubbing is even more of an incestuous circlejerk than regular voice acting. it's the same few people at the same few companies in the same few locations. They don't get where they are because of talent, but because of socializing. Of course there's a degree of this anywhere, but it's particularly bad in anime dubbing. Yes they are. At least in the regards you're saying, which seem to be mostly about tone. You have cartoony western shows, you also have stuff like Justice League Unlimited, which was very serious and had very good voice acting, on at the same time as plenty of garbage dubs.

Female voice actors rarely even try. Take The Simpsons, where the three principal male actors do dozens of characters each. Nancy Cartwright then does a fair number, but the other female voice actors basically only play Lisa and Marge (Marge's VA plays her sisters when they show up. Big stretch.) But they get paid the same as the guys doing dozens of voices per show. This is why Lisa has become the main character. She gets paid as much as the guys who do tons of voices despite only doing one voice, so they figure they might as well make her actually at least use that one voice a lot.

There's no anime originals anymore, just manga adaptions or ads for mobages. For manga adaptions, they don't even do the whole thing or just butcher it to fit into a measly 12 episodes. Oh yeah, 12 episodes is now the gold standard for anime seasons, so if you have a story that's actually a decent size, it's going to get butchered one way or another.

All the good animators who made the good cartoons from the '90s are either dead or metoo'd. All the good talent trying to come up more recently have been kept out of the industry at every turn. Kept out of animation schools by people who train to only draw like 1950s Soviet propaganda cartoons, kept out of studios by SJWs who only hire their fuckbuddies, and kept off the internet by SJWs who will go to any lengths to destroy the lives of anyone who tries to make a product and doesn't openly and loudly spout the same bigotry as them. Scotsman shows up then gets killed and becomes a force ghost, everything else is mostly cameos in favor of the stupid OC. Plot points like Morpheus the Portal Guardian are wrapped up in an unsatisfying offhand manner. They really should have just invested in a movie, that worked out for Ed, Edd, N’ Eddy and Foster’s Home.

It was going to be different but he was forced to end it the way it is due to the lack of time he had to make the last couple episodes the way they should be.

From my meager understanding of nippon anime politics, Madhouse is an extremely expensive studio as they can crank out very high quality stuff. And (iirc) they generally only like to do one season of adapting manga unless they really, really like the material.
However that is just shit that I'm half remembering reading on /a/ fucking years ago.
