It's a country-by-country basis. I knew Russian not because I wanted to but because I was surrounded by it, living in a post-communist state. Swear words, slang terms and so on are still Russian. Most TV channels we got that weren't local were Russian. Most TV that my dad watched was Russian. The radio listened to by him as well was Russian. Many jokes shared around the holiday table were in Russian. So on, so forth. Even today, the second foreign language of choice for most kids in school is Russian.
Now, I have only gotten maybe three opportunities in the last five years to practice my Russian in any real world setting but it has still stuck, on a simplistic level of "I can listen and understand but answering complex questions and thoughts is very difficult". You'd have to ask other people as to why they would
learn something other than English, though, I don't know the country-by-country specifics.

I managed to fix DQ 1-9 on my 3ds using GBA injectors for 1-3, then a flashcart for 4-6 and 9, then freeshop for 7 and 8. DQ11 is on the 3ds but its nipponese only though, idk if a translation patch came out for it or ever will.

Make sure you have a DS flash card too since there's a lot of good DS games. In terms of recs, I'd single Tetris (not Tetris Ultimate that's gimped). Also while not a 3DS game Tetris DS is a lot of fun, and also, there's a homebrew re-creation of the Tetris TGM series. It's not totally accurate to how the real ones play but the TGM-style Tetris games are insane. Either use TGM2 or TGM3 rules, the former is stricter in what moves work, especially related to the I-piece.

One of the boot tools lets you install factory firmware so you should be able to recover it that way. I will warn you that you must not purge your 3DS's ctrnand under any circumstance because there are console-specific files on there, notably for example the local key for online functionality. If you do do this it will crash some time into the boot sequence. Speaking from experience, I had to install a Gateway firmware back-up, thankfully they don't do shady bullshit with that like they do with save games.

No, I just don't think there are that many great games on 3DS besides those 2 series. RE:3D mercs is kinda good, but it's very niche in terms of what taste a person must have to enjoy it. RE:Rev is better played on PC.
