There's a lot of inspiration there for sure, but GitS does a lot of it's own thing that it's not a copy. Only the implanted memories can be considered a copy.
The cyborgs, the AIs, the corporation ties with the government, refugee crysis, prosthetic limbs effect on the workforce, surfing the web. etc are all elements that do not show up on Blade Runner. i do kinda like the trope of the hero not killing anyone, because I think it helps convey his/her morality better. On the other hand it's somewhat unrealistic and typically shoehorned in when the hero has spent plenty of time wasting/crippling regular mooks. Getting shot in a non-lethal area or beat up or whatever can still leave some pretty nasty wounds and may cripple the person for life. It's harder to say someone is a paragon of morality when he's left a trail of broken (but living) enemies in his wake.

Non-lethal shots are ridiculous too, unless you can stop the bleeding quickly a shot to the shoulder or leg can easily be lethal (which is nicely shown in LOGH when Yang is shot in the leg and the viewer is lead to think he'll make it since it's "just" a leg). In general I don't like the trope, for Vash I think it works but it'd be hard to pull off in a more serious anime/film. Also he doesn't shoot bad guys if he can avoid it, he prefers to be humiliated than shoot someone since he's a hardcore pacifist.
