They can be, but the real question is how long can you pull it off for. I'd rather they just cut the fat and give some leaner production than fart around just so they can be officially classed as a film. There's plenty of dumb action films that are a lot better when you just skip everything that isn't direct combat because their romance or backstory bullshit is something no one is here for. If anything, I think most plots and characters can't carry the action.
This is why OVA's had such an amazing format. Just cram a cheaper film budget into 45 minutes, and sell it straight to your niche audience.

The trick is to vary the action scenes to stop the movie from getting stale, and Hardcore Henry does this masterfully by always changing the circumstances and ramping up the stakes.

To me it's just an adaptation of the Color to modern days.
The color story is set to have happened before Loftcraft time (in 1880's) in a rural and fairly isolated place (because lovecraft shtick was all about isolated places more or less forgotten by the roaring twenties) with a geologist trying to understand what the fuck is happening to a "cursed" land.
If you take that setting in modern day meteor fall on earth, it seem to be creating a field with crazy shit happening it would be national news within minutes and FEMA would quickly cordon and evacuate the place and some sort of team would be sent in to take reading and some shit probably an Army MRIID team + a DOE NEST team or something, the US government of 2018 isn't exactly lacking of public servants that wait by the phone 24/7 (while in 1880 the only federal law enforcement services where the Marshals and the Secret Service if I'm not mistaken).
So the people investigating something that has been going on for a while can only be the government (or it's a bunch of hikers stumbling on something by mistake and in that case it's even more cliche).
If you were to trans-place the Color to a modern setting, but with just the locals that find really weird shit is happening… but aren't reporting it to the authorities and don't even open a sub-reddit the whole thing would be even less believable.
Besides that the rest is just classic Hollywood over the top. In Lovecraft the scary places are the attic and the well and arguably the farm, everyday places. There ARE monsters (characters go missing, they find bones that NOT anything they know of)… but it's always hinted on and they're never encountered and best left to your imagination.
Also the place make people go insane as it changes them exactly like in Lovecraft.
That shit is nowhere scary enough for 2018 Hollywood. Got to have "creepy places", got to have giant crocodile, bone monster, jump scares and action scenes.
The result of that is that the modernized parts looks a bit like stalker (the game) but the game themselves are also an FPS adaptation of a book with 0 action outside of the anomaly navigation.
