There's more to it than that. She always drags Leon's ass into the fire to suit her own ends, but she also always ends up dragging his ass out of the fire. It's more than just keeping him around as a capable puppet asset. There's clearly some feelings there between them, but it's never really played up as love or anything. More like, both of them love the chase, and if either one of them gave up the pretense and tried to make it work romantically - the whole relationship would fall apart. So they never try, never even bring the subject up, but they keep chasing each other.
