They play extremely similarly but 4 is a lot more polished. Like how easy to use the command menu is alone. 3 also turns people off since it aged very poorly graphically. Like you can’t see your gun in first person. 4 also had a ton of elements of better design. Like 3 would fail the mission frequently for doing things like forgetting to report a dead suspect. 4s missions also feature a ton of environmental storytelling. Like the first mission where you investigate a house and find a woman tied up in the sceptic tank.

In 4 you have to do damn near everything yourself because the squad AI is fucking braindead. In 4 you're constantly paranoid because you might get a failing grade because you shot a suspect too early. In 4 you're taking you spend more time using the optiwand and constantly putting up door wedges more than you shoot suspects. In 4 you're picking up evidence and reporting everything yourself because the AI is too retarded to do it.
3 works much better as a tactical shooter because the good squad AI gives you the freedom to do the best tactics that you visualize. It works better as a cop/SWAT simulator because you actually feel you're out there to stop the bad guys and save the day, not fuck around with a finicky and unrealistic as fuck grading system. The enemy AI is more brutal which makes you feel really thankful for your capable teammates. 3 also has better level designs with more varied room sizes.
Elite Force makes 4 more bearable, but the squad AI is still supremely retarded, the samey room sizes makes gameplay and tactics repetitive, and the intermittent hitching of the engine during firefights is unpleasant as hell.

you just need to drag and drop the fix into the SWAT4 directory for the server list and for the map pack
1. Install the map pack and campaign mod normally (see readme)
2. Select files from MegaCampaignMod.7z\ContentExpansion\System\
3. Extract the files on Modfolder\System\ where Modfolder refers to the mod's installation folder under SWAT 4. Overwrite every file when asked.
4. The mod's career menu should now be updated.
