That's because very few people are willing to contribute in that way. Speaking from experience. The Vita general threads have been using the game charts from 4chan >>16209746 for a while despite it having no quality control and frequent complaint about it. The sad fact is that few were willing to even try replacing it, and most previous attempts failed. It's literally just been the current thread that it's finally been thrown out and the process took several threads.
So, what was easy was the basic data and things like cover artwork, those are easily sourced. I also took the approach of scripting it instead of using a picture editor, which means it's easy to add/remove games and even to totally change the layout, though admittedly its code is CS grad level. It also supports a digital-only template though I don't use it.
The really big difficulty that really held it up is the descriptions since you really need someone who has played the game to speak for it, and it turns out most won't. I ended up chasing through old thread archives for a few. But a few of them are still iffy. There's also a few games that aren't included from the draft further up since they have no description.

OK "mostly" may still apply. Turns out IM montage isn't as smart as I thought layout-wise, and will only permit a fixed number of images per-row, or a fixed grid, so it breaks with N64 or SNES in particular. I'd probably just use IM convert to generate consistent widthxheight tiles for most of the games, and manually handle tricky ones. Then manually lay them out on a template with guides set and then export them to load into a main image and arrage.
Ultimately though, always consider whether tools can help automate something tedious, and thinking outside the box helps a lot. It would be possible to still use montage for the majority of tiles if say, you threw in a few dummy ones that you then overlay the trickier games over by hand.
