Honestly, there's nothing wrong with paying for DLC. The problem is that DLC is barely worth any fucking money at all, since they're usually pieces of the original game chopped off and resold at a horrible price. It's not like Brood War, Lord of Destruction or the Quake expansions, all new content very clearly made after the game is successful for the player. All this DLC shittery is exclusively for the publisher's benefit, so that they can squeeze as much cents as possible for products that are barely worth full price in their completed state. That's wihtout getting into the horrible cosmetic dogshit made to extract money from metal defects.

Just like everything else when it comes to a purchase, it's a question of value. Are the base game and DLC together worth the money? Then buy them. Is the base game worth the money but not the DLC? Then don't get the DLC.
Saying that DLC is worth it or not worth it is like saying the same for any other type of product; you're making a mistake if you're trying to generalize it, because every product has different subjective value to the consumer. Most paid DLC is a shit amount of content that costs way too much. Occasionally, there's DLC that is worth the price (Mario Kart 8's DLC, for instance, added 16 new tracks, 8 vehicles, and 6 characters, and cost $12, adding effectively 50% of the content of the base game for 20% of the price). You just have to decide if you want to pay for more content and of the content is worth the price.

To be honest, I can usually be satisfied with DLC if the content is decently challenging and takes a while, but also isn't stupidly expensive. I think, however, the base game should be equally challenging, at least later in the game, when a player should have the game's mechanics understood well or mastered.
But I also prefer if a game with unlockables doesn't have those unlockables behind a paywall. At least with, say Hyrule Warriors most of the content was already with the base game and the bonus characters and maps were just icing on the cake. Now if they would only stop rereleasing the same game but with the additional DLC for free or at least let me transfer my data so I could continue with the progress I already had, I'd be fine. Essentially, I think the base game should be lengthy or at least have ways of increasing it's longevity without pointless grinding and the DLC be more like an expansion pack or just fun little things that don't drastically change the game to be way easier

Usually the only way to make sure that ratio is good is by having a checks and balances like piracy so that things don't get too expensive.

They prevent people from accessing and making improvements to existing ideas. Warframe is supported by microtransactions. Which in that case, you can ask why would you pay for something that is already on your computer? The fancy cape, hat, and skins you see on other players is technically on your computer already otherwise your computer wouldn't be able to render it.
You can say that you never paid for anything in Warframe and played entirely on Plat trading, but at some point in the player economy someone had to pay real money for it to land in your balance.
Or you could say that because you can't wear it just by having it on your computer, or if you used a hack, have other players see that you're wearing it on your computer.
Obviously when you have a game that doesn't employ an F2P business model, and the players more or less own the game as opposed to only having an account on a service, the company needs to find a way to compensate an invested effort in creating new content because they aren't going to get a professional to spend 80 some hours in a 3d modeling suite or map editor for no personal gain. That'd be like me telling you to bust 80 hours in GTK Radiant to make a custom Quake map for me for free.

In the case of Hollow Knight, it sold really well for an Indie Game, and IIRC the Kickstarter pulled in well over what they asked for, thus they could continue working on the DLC as it just kept fueling the already high sales. Smaller indie games need to charge for DLC as in many cases they have a relatively small but dedicated fanbase, the devs can't expect releasing a DLC to bring in a lot of attention or boost sales by a significant amount.
In the case of AAA games it's just profit generation, often reusing/refurbishing any assets that didn't make it into the base game, or in the case of the worst like EA/Activision slashing content from the base game to sell later.

Expansion packs were the original additional content and they were entire games unto themselves, often with more than 50% the content of the entire base game for less than 50% of the cost, and with tons of new assets, not the rehash of existing assets that is the majority of modern DLC that even has content besides skin garbage.
I miss expansion packs so fucking much. You play a great game and then you find out you're going to get a second helping of that formula but new and improved.
It's actually fucking stupid that the term has been dropped by the industry, and even expansion pack-tier additions are just called "DLC". I feel no drive to acquire additional "DLC", which is probably just some bonus scraps, but an expansion pack is serious business. I always ran out and bought any ==EXPANSION== to a game I loved.
