I don't think you truly understand the meaning of fps lock. "fps cap" is a more correct definition anyways.
The Xbox version also has a max fps cap (though it's 30 fps rather than 24 fps like on PS2).
Anyways my point is, framerate caps only limit max fps, your post seems to imply that they prevent the game from dropping below the "fps lock" and that's not the case at all. 24 fps cap or 30 fps cap doesn't mean your game can't drop to 10 fps.

Try using the rocket launcher or flamethrower agains a 5-star police roadblock on the PS2 version, and then do the same on the Xbox version. The PS2 version really can't handle multiple explosions and fire effects well.
