I don't think Cliffy really ever cared about the game part of it. Lawbreakers was obviously unplayable in the early stages of development. Like for example trying to hit players moving through the air with projectile weapons is just too frustrating for most players (in Quake you are have nearby surfaces to hit with rockets, in Lawbreakers there's a lot of open empty space). If he cared about the game he would have fixed that and the other fundamental problems.
Cliffy was focused on the end result, the money, the fame, being popular, being praised for having tranny toilets, etc, so that's what we should consider in this.
But saying all that another similarity is the very bland, unoriginal design by committee feel to it all. On top of being very ugly the characters are also extremely obnoxious.
