I think it's more to do with the GC and PS2 having more exclusives and more autistic fans than anything to do with the hardware itself. Someone always posts that forum screencap explaining how it's not that simple to emulate the Xbox because the GPU is undocumented, as if every other console emulation project didn't involve reverse engineering undocumented hardware.
On that note I have another theory that Xbox emulation may have been held back by the very thing that made Xbox homebrew so popular, the leaked SDK. From what I've heard of the big reasons for GC emulation progressing faster than PS2 emulation was Nintendo's choice to stick to a standard CPU+dGPU setup with a slightly modified version of OpenGL as the graphics API.
Its CPU is also 100% identical to that of some early 2000s PPC Mac with plenty of detailed documentation available, the most complex part about Gamecube emulation was proprietary memery like the MMU which has gotten more and more mapped out as of late.
PS2 emulators on the other hand required gargantuan amounts of effort just to get past Sony's VU autism let alone dealing with an interlaced framebuffer and other weird shit like the disc drive I/O processor being a fully fledged PS1 CPU used for Audio and backwards compatibility.

Well they did try a bit during the early years of the 360 having some JRPG exclusives such as Bkue Dragon, Lost Odysey, Infinite Undiscovery, Tales of Vesperia(later ported to PS3) and Eternal Sonata(later ported to PS3)..It also has it's fair share of shrumps. This is in part, because Sony initially had a 600$ dollar with no games, and had Microsoft kept contact with the Japanese devs, maybe buy a studio or two, or at least finance devs/project in order to create new exclusive games, instead of focusing on Call of Duty and Halo, I am sure the Xbone would have done much better in Japan, and now that Sony has gone full SJW, the console would have been a good alternative.

Yeah, if they had just stuck with it and been a bit more adaptable with their marketing, they could have had a decent enough foothold in Japan going into this generation to - well, there's no way in hell they'd turn it around - but they'd be doing a lot better and have a lot more interesting Japanese indie games filling out their catalog. If the Xbox One hadn't been such a shit-show, who knows how things would have turned out. But they gave up on Japan because the meme was that the Japanese game industry was dead, and Japan's gaming market was shrinking. But that's the paradoxical thing about Japan is that - despite it's home market for games shrinking, a ton of companies with world-wide appeal still operate out of the country and they're going to service the Japanese markets first. Even if it's small and a tough nut to crack, you have to do it, or else you're going to lose a ton of customers in other regions were the markets are more robust.
