Make it about a private security company, starting small where you are just a lone security guard inside a warehouse with one shitty camera and a taser and gradually make it more complex until you are guarding the new president during his inauguration.
Use your funds for upgrades like extra camera coverage, motion detectors and silent alarms as well as more active guards for patrols with better training and equipment as well as dogs for sniffing out explosives.
Include hard limitations on what you can utilize based on the clients wishes like a libtard activist forbidding you from arming the guards with firearms or a paranoid politician not allowing cameras to be set up to protect his shady secrets from potential exposure.
Maps would be semi randomized where the layout would generally stay the same with a few minor adjustments like at one point the elevators being out of service or some of the rooms being locked out due to renovations.
There would be several threat types with various levels of danger like bombers, spree shooters, professional assassins, psychopaths and they would range from ghost boy tier incompetence all the way to agent 47 where you have to break your balls to even spot him let alone neutralize.
It would be in first person like swat with heavy emphasis on squad command and control through cell comunications.
There could even be a few fully scripted missions like a power outage in the middle of an embassy party where you would have to deal with lack of light and electricity all the while struggling to move through panic stricken crowds as you desperately try to find the attackers and neutralize them before anyone dies.
You would get rewarded based on your rank like in swat and no casualties+threats being taken out in nonlethal fashion would give the best payoffs most of the time but some clients would hint that they would prefer the attackers to die before the start of the mission and doing these optional objectives would give their own payoffs like black market upgrade access or discounts for certain equipment.
