ESP/ESM mismatch… not some generic error or fail to load or something like that? Huh. It's an obvious speculation to make, but a lot of people still for some reason think that someday Bethesda will let you mod the game and play with friends on your own servers or "mod dedicated" servers. To me, it seems like that they had planned on a walled garden of Atom Shop exploitation until the player-base dropped off, at which point they'd extend the CreationClub over to FO4 and let you play with mods on your own server if you pay a monthly subscription fee for it's rental. They still wouldn't let you mod the game the way you want to, but you'll have to download everything through a curated CreationClub and create a mod loadout upon creation of the server. Anyone wanting to join your server will then automatically download all the mods you have activated and auto-sort them to the same order.
That ESM/ESP mismatch sounds exactly like the kind of error you'd get if the game was automatically checking your loadorder and integrity of your loaded plugins for compatibility - and the check failed (because the full system isn't enabled yet).
Bethesda probably hoped they could get a good 12~18 months out of the base game before having to turn on paid private servers and mods to help boost revenue and maintain player retention. They barely got 12~18 days before it ran out of gas.
