Japanese fiction likes to have characters just repeat someone's name to make things more emotional, especially when said person is giving a speech of some sorts, but in English this sounds incredibly awkward to have three or four characters going all "Rean…" in a row, so they made the right decision by expanding their lines to make them sound less like you're reading a badly translated light novel

I suppose an in house localization team depends on the left over investors and profits as well as who still retains localization rights after contract. NiSA picking up Cold Steel in a package means this could be a long term deal with NiSA localizing Falcom games from here on out. Depending on how relationships go I think the following will happen. I don't expect good things to happen because this has happened to niche studios before.
First, I expect Falcom's best talent to leave and go independent. They know this is how middleware does and they want off of this sinking ship as fast as possible while they still have a reputation. Those that remain at Falcom will be dead end careers or the corrupt who have taken out backroom deals with higher up at NiS. Which goes to second point: The buyout. As Falcom bleeds talent and is forced to work on mediocre games with lukewarm reception thanks to NiSA fucking up localization, investors at Falcom will sell stock and leave. This will devalue the company until either Falcom opens for public trading or NiS offers a buyout to revalue their company. This could lead to a merger with NiS and Nihon Falcom similar to other mergers in the past. Or Falcom is a developer owned by NiS completely. Nevertheless NiS's higher ups will be the ones in charge of Falcom's development from here on out. Falcom will bleed talent until NiS transplants with their own to the point Falcom won't be Falcom anymore.
The best I can hope for is the talent to leave, regroup, and make their own projects without NiS and Falcom name. Falcom is in danger of having the quality of their games tank because of NiSA. When smears hit the company, investors will pull out, and NiS could buy stocks to fill the void. Japanese stock market is a dirty business.

I don't know how much they knew about NISA's quality. I do know that Kondo and NIS's president are friends, and the reason they got Ys VIII was a combination of their president begging them, NISA outbidding XSEED on the contract, and also promising a French localization which according to sources is what sealed the deal. I don't know anything else personally though.

I'd think most Japanese companies tend to just see western releases as a bonus profit on top of their local ones, which is a mixed bag since they can at least design in a way that caters to specifically their native market. Off the top of my head, I've been a Ysfag over a decade. Also i played Ar Tonelico when it came out and NISA totally fucked the sequel to the point of introducing major plot holes where there originally weren't any. Originally in 2 there was a line mentioning how one of the main heroines was in the same position as the person that killed the main characters parents due to magic shit causing insanity. NISA translated it as her being the one that killed the main characters parents which completely derailed the rest of the plot. That's just NISA alone.

got my games mixed up, it was ar nosurge that i tried on my vita. not only did it not make sense story wise (though I blame that on me not playing the older ones), but a lot of lines just seemed really weak in execution. The facial expressions on certain lines also did not line up with what was being conveyed. It was almost like static faces for every single line regardless of what was being said.

I suppose reprint is a more appropriate term. A few years after the game was sold out they made more copies, but they ignored any requests for bug fixes and some editing and just reprinted the same exact game.
It's just an actual rerelease though, not a modern "HD remake" or anything like that.

Sadly (well for us) the XSeed people seem to actually be involved in more than just token efforts. I think tech might end up being the only angle of attack here. Of course, until there's a PC version we can't really go after that either. I mean, NISA being NISA I guess they could fuck up a simple translation job to the PS4, but PS4 version of Ys VIII was probably the only version that didn't fuck up on the technical side of things.
