He has a complete disregard for rules and has killed his superior as well as visibly enjoying the slaughter, but that being said he did kill the officer while disobeying orders of shooting at civilians which means he cares more about doing what's right than obeying rules.

Solidus is clearly neutral neutral. He does some horrific acts, like using child soldiers, but his dream is to restore the forefathers of americas dream and free the general populace. His methods are often dark but his goal is noble. And he tried doing things the lawful way, but the patriots prevented this, so he took matters outside the law. He is literal neutral neutral.

Lawful Neutral is a person that believes that maintaining order is more important than morality. It's basically "I have a duty to serve, and must follow orders no matter what" or "My country wrong or right" way of thinking personified. It's not always about following rules 100% that would be Lawful Stupid but about protecting them as the highest value.
A True Neutral characters are mostly those who believe in the balance between the powers of the universe, but there are those who just don't have an opinion and don't fucking care about what is happening around them.
A chaotic neutral character would be a hyper-individualist or an agent of chaos that despises all the rules.
Chose one that fits most in your opinion.

That's a childish way of thinking, Chaotic is more then just breaking laws it's not giving a shit about what isn't immediately in front of you. Literally not thinking about the long term consequences of your actions beyond 2 weeks. Deliberately breaking the law and understanding what you're doing and what effects it is having but still choosing to do it is a Neutral act; or from Gygax's own mouth even a Lawful Good act if you truly believe those laws abide Evil.

In one ancient edition (I forget which, probably BECMI, maybe 0e) good and evil were the tendencies which creatures flocked towards while law and chaos were measures of how strongly one adhered to those ideals. To wit, a lawful good paladin always does good while a chaotic good thief often commits less than good acts

Here is the Chaotic description you're talking about. As you can plainly see caring about yourself and not caring about the group is Chaotic. Being impulsive and not controlling yourself is Chaotic. Being somebody like this description is not someone who actually sees the long term consequences of his actions. Neutral is basically "the individual and group must work together" and Lawful is putting the group above the individua,l both of those mindsets requires thinking bigger then "me first".

His morality isn't based on law or a complete disregard for it, and he can't really be called a demon or an angel either. His entire purpose after Snake Eater was on fulfilling his version of the Boss's will, whatever the cost.
I really like it when a work has someone's morals based not on law or the average metric of "good", but something that can seem almost alien to most.
