I feel ever so slightly obligated to mention this, even though it's probably not a very useful suggestion. But on the other hand, you used Fallout 4 as an example. Are you just that short on options?

Carnage Hearts is a franchise all about building robots and programming them. The programming part is usually the greater focus.

There's a PSP exclusive Armored Core that's also all about programming your mech and letting it fight independently afterwards (though you can also directly control it).

Something like Autonauts or Colobot should hit that mark pretty well.

Not sure if you'll find them fun tho, you need to have the right kind of autism to enjoy them properly.
