It's pretty fucking common, but it overall depends where you live, like mostly everything involving American public schools. I was bullied quite a bit as well, in different schools, but when I got sick of their shit the teachers almost invariably came to my side because I got to know them better and they usually liked me. As long as you put on a good face for the teachers or your dad donates lots of money to the school district you can get away with just about anything. The absolute worst is high school because teenagers are more or less social retards who also have the potential to easily maim or kill one another, and on top of that the student bodies also tend to be quite large, so most teachers take a "I didn't see it so it didn't happen" policy. The country needs more schools with less kids individually, but teacher conditions are fucked so that isn't going to happen.

If you mean human security, the game at the very best might tell you how someone MAY react to an active shooter. People are too unpredictable to let a video game, even with other players around, properly simulate what might happen in such a situation. A video game is fiction. People who would never think to try and stop an active shooter in real life may gladly attempt to take down one in vidya, or vice versa. While the unity engine is easily modded, it'd be incorrect to assume that a video game will properly simulate every single aspect that can occur in real life. A shooter may not use doors but try to climb through windows in real life. A teacher may actually be packing heat despite the signs pasted on doors. A group of kids may gang up on the gunman and overpower him, the police might cause far more damage than a lone shooter might ever cause. Now, you could argue that the game might allow for you to simulate this through options or mods, but it would also be similar to saying that a game can prepare you for war, or how to properly fire a weapon.

You could also transfer this argument pretty easily if you meant instead security as in the layout of the school including possible methods to deter the shooter in much the same manner. If the EDGE can simulate locking doors to stop a shooter but not the shooter going through, say, a first story window, one could say that a game at the best might let edgy robots live out some fantasies, but not much else. Hell, you could probably say their own mind or messing around (looking at how the school is laid out, etc.) with the actual thing would be far more beneficial to their time.

tl;dr : Not really, but people will make a big deal out of it anyway. If anything the game probably does a lot more for the first responders as their mechanics and issues they face (fire intoxication, specific area damage, trauma treatment, fire fighting) are far more fleshed out than the shooter.

No one is going for it because of costs and the people that put money into it aren't getting their money back. Next they might offer it as a part of some package "deal" just to get places to buy it.
